Starting Salary Range $106,717 - $120,042 Annual (Management Salary Grade 24) Salary/Compensation Statement:
- The position's full salary range is $106,717 to $157,967. New employees cannot be placed higher than $120,042 (step 4 on the salary grade) due to internal equity. The application is used to determine the initial salary placement for selected candidates. All employment and education history will be considered.

- Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program . Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions regarding your loan eligibility should be directed to your loan servicer or to the US Department of Education.

Required Education:
Bachelor's degree in Human Resources Management, Business Administration, Public Administration, or a closely related field. An equivalent combination of education and relevant experience may be considered. Required Experience:
- Minimum of five (5) years of progressively responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity.
- Demonstrated experience conducting workplace investigations involving employee misconduct, harassment, discrimination, or related workplace issues.
- Experience managing employee discipline and discharge processes in a unionized environment.
- Demonstrated ability to interpret and administer collective bargaining agreements.
- Experience working effectively in a challenging or complex labor relations environment.

Preferred Education
Juris Doctorate or Master's degree in Human Resources, Public Administration, or a related field. Preferred Experience
- Experience in higher education or another public sector environment.
- Direct experience participating in or supporting collective bargaining negotiations.
- Experience with classification and compensation analysis, including job analysis, market surveys, and salary administration.
- Professional HR certification (e.g., SHRM-SCP, SPHR, or equivalent).
- Familiarity with higher education governance structures.
- Familiarity with Oregon employment and labor law.
- Experience working in Banner or other organization-wide ERP system.

Position Purpose:
The Sr. Director of Human Resources provides strategic and operational leadership for a broad portfolio of human resources functions within the college's Human Resources department. Under the direction of the Vice President of Human Resources, this position directly supervises staff engaged in recruitment and employee engagement activities; and supports the college's performance management and labor relations functions. The Sr. Director operates in a complex, multi-union environment and plays a central role in ensuring the college's HR practices are legally compliant, equitably administered, and aligned with institutional values. This position requires demonstrated skill in employee relations, investigations, and the administration of collective bargaining agreements, as well as the ability to build effective working relationships across diverse employee groups and organizational levels. Essential Functions:
Recruitment and Onboarding
- Provides leadership and day-to-day direction to ensure recruitment activities are strategic, timely, equitable, legally compliant, and reflective of the college's commitment to diversity, equity, and inclusion.
- Leads the design and continuous improvement of a positive, inclusive, and consistent candidate experience across all stages of the recruitment and selection process.
- Develops, implements, and evaluates comprehensive onboarding programs that effectively integrate new employees into the college culture, clarify role expectations, and accelerate time-to-productivity.
- Uses data from onboarding processes to identify systemic issues and recommend improvements to the employee experience.
- Conducts thorough, impartial, and legally defensible investigations into allegations of employee misconduct, policy violations, harassment, discrimination, and related workplace concerns.
- Prepares comprehensive investigation reports with findings and recommendations, and communicates outcomes to appropriate stakeholders in accordance with institutional policy and applicable law.
- Advises and supports supervisors and managers on employee discipline processes, ensuring consistency, proportionality, and compliance with applicable collective bargaining agreement provisions.
- Manages employee discipline and discharge processes in a unionized environment, including preparation of disciplinary documentation, participation in pre-disciplinary meetings, and coordination with legal counsel as appropriate.
- Maintains current knowledge of federal and state employment law, Oregon public employment law, and applicable case law to ensure legally sound HR practice.
- Supports the administration and implementation of multiple collective bargaining agreements, providing interpretation guidance to supervisors, managers, and HR staff.
- Assists in the processing and resolution of grievances, serving as a resource to management and participating in grievance meetings as assigned.
- Collaborates with the Vice President of Human Resources and legal counsel in preparation for and, as assigned, participation in collective bargaining negotiations.
- Monitors compliance with negotiated agreements and advises management on contractual obligations and rights.
- Maintains positive and professional working relationships with union representatives while effectively advancing management's interests.
Performance Management
- Initiates a review and update of performance management processes and forms to reflect industry best practices and stakeholder feedback.
- Provides support and guidance to the college's performance management programs, assisting supervisors and managers in the effective application of evaluation processes and tools.
- Assists in the development and delivery of training for supervisors on performance management principles and practices.
- Advises on performance improvement planning and the documentation of performance concerns in a manner consistent with college policy and collective bargaining agreements.
- Directly supervises professional staff responsible for recruitment and employee engagement functions, including hiring, performance management, coaching, and professional development of direct reports.
- Establishes clear performance expectations for direct reports and conducts regular performance evaluations.
- Leads and manages assigned HR projects from inception through implementation, ensuring deliverables meet institutional objectives and established timelines.
- Contributes to the development and revision of HR policies, procedures, and administrative guidelines in alignment with applicable law, collective bargaining agreements, and institutional direction.
- Supports classification and compensation functions, including position analysis, job description development and revision, and classification reviews.
- Maintains accurate and confidential HR records and files in compliance with applicable records retention requirements.
- Represents the HR department on institutional committees and work groups as assigned.
- Ensure the implementation of the College's Affirmative Action and Equal Employment Opportunities concerning policies, goals, and timetables in assigned areas. Ensure staff development on diversity, inclusive climate, and respectful learning and working environment issues.
- Problem solve and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.
- Performs other duties as assigned by the Vice President of Human Resources.

The Sr. Director of Human Resources reports to the Vice President of Human Resources & Labor Relations. This position supervises a staff of three. Physical Demands/Working Environment:
- This position works indoors and is exposed to usual office working conditions that include office noises and interruptions, such as printers, telephones, and visitors.
- This position requires that an employee is able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day.
- This position may work with individuals who may be in crisis, have difficulty tracking, or in need of mental health support.
- Work may require transporting materials up to twenty-five (25) pounds.
- Work safely.
- Thorough knowledge of federal and Oregon state employment law, including equal employment opportunity, leave administration, and public sector labor law.
- Demonstrated ability to plan, manage, and bring to completion organizational development projects and HR initiatives.
- Strong analytical, problem-solving, and decision-making skills, with the ability to exercise sound independent judgment on sensitive and complex matters.

- Proven ability to build and maintain effective working relationships with diverse stakeholders, including employees, union representatives, supervisors, administrators, and legal counsel.
- Ability to handle sensitive and confidential information with discretion, integrity, and professionalism.
- Proficiency with HRIS systems and standard office technology.
- Ability to understand and carry out Lane Community College's commitment to student success, lifelong learning, and the needs of students, staff and the public.
