Accountant II (Housing and Community Development) - Non-Merit

Examples of Duties

Under general supervision, performs comprehensive professional accounting and financial management tasks for departmental accounts and federal grant under the Housing Choice Voucher Program. Responsible for assisting in general ledger maintenance, processing Housing Assistance Payments (HAP) to landlords and preparing reports for the Voucher Management System (VMS) and county auditors.

Essential Duties

  • Maintains accurate accounting records for grant funding source using Excel and Workday financial software specifically related to Housing Choice Voucher Program (HCVP) financial operations.
  • Prepares detailed monthly, quarterly and annual reports for grant funding source including HCVP budgeting, forecasting, and financial reporting.
  • Maintains a variety of accounts including the processing of Housing Assistance Payments (HAP) and ensuring accuracy in vendor/owner payments.
  • Prepares and analyzes complex accounting reports and financial statements related to accounts for example the VMS.
  • Provides accurate accounting records and supporting documentation to internal and external auditors. Ensures all financial processes and systems are documented.
  • Reconciles accounts with audit outcomes. Monitor HUD's Two- Year Tool.
  • Organizes and maintains balance and expenditure activity status for the Federal grant.
  • Maintains accounts payable and supports the tracking and monitoring in the Voucher Management System.
  • Provides assistance and direction to fiscal staff and grantees. Provides training and guidance related to financial/accounting processes.
  • Conducts and participates in periodic audits of grant accounts.
  • Leads grant closing procedures and other year-end operations.
  • Participates in creating and reviewing budgets for federal grants.
  • Participates in special accounting, financial, and procedural studies.
  • Prepares and submits agency's requests in procurement and accounting

  • May train, lead, or supervise professional and clerical accounting personnel.
  • May coordinate or supervise a specialized accounting function.
  • Performs other related duties as required.

Qualifications

Graduation from an accredited college or university with a bachelor's degree in Accounting Plus Two years' professional experience in Accounting or Auditing. Additional experience involving Accounting, Auditing, or Bookkeeping may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in accounting, business administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.

Knowledge, Skills, and Abilities

  • Knowledge of accounting, cost accounting, and auditing theory, principles, practices, and procedures.
  • Knowledge of government organizations and accounting systems and practices.
  • Knowledge of grant and capital accounting.
  • Knowledge of automated accounting systems.
  • Knowledge of loan receivables, preparation of amortization schedules and interest calculations.
  • Intermediate knowledge of Excel.
  • Skill in maintaining complex accounting records.
  • Skill in analyzing accounts, ledgers, journals, and other accounting records and statements.
  • Skill in preparing periodic fiscal reports.
  • Possess strong written and verbal communication skills.
  • Ability to manage time effectively on assigned projects.
  • Ability to learn and apply County accounting rules and procedures.
  • Ability to interpret laws, codes, and standards.
  • Ability to lead and instruct others.
  • Ability to establish and maintain effective working relationships with others.

Conditions of Employment

Physical and Environmental Conditions The work of this classification is essentially sedentary but may involve walking, standing, and other limited physical activities.

Baltimore County General Government offers the following benefits to part-time, non-merit or non-classified employees. New employees are eligible for benefits upon hire, unless noted otherwise.

Employee Assistance Program Our Employee Assistance Program provides confidential and professional assessment and referral assistance for employees and eligible dependents in the household who are experiencing personal problems that may be affecting work performance, job satisfaction, or overall quality of life.

Health Insurance In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include: Medical, Prescription, Dental and Vision insurance.

Flexible Spending Accounts Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement. Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally. Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday. Bereavement Leave Jury Leave Military Leave Baltimore County Employees Federal Credit Union Membership in Baltimore County Employees Federal Credit Union offers a full range of savings programs, loans, checking, direct deposit, payroll deduction, savings bonds, and other financial services. Direct Deposit Payroll through direct deposit to the financial institution selected by employee is required. Deferred Compensation Nationwide Retirement Solutions offers a 457 retirement plan allowing for payroll contributions of tax deferred dollars to investment options of your choice.
