Job Description Position Information The San Antonio District is seeking a visionary leader to serve as the Metro Advanced Transportation Planning Director, a key role responsible for guiding transportation investments in one of the nation's fastest growing metropolitan regions. This position provides strategic leadership for metropolitan transportation programming, funding development, and management of the district's Unified Transportation Program (UTP) portfolio, helping advance projects that improve mobility, safety, economic development, and community connectivity. In this role, you will: Develop funding strategies and oversee transportation programming for mobility, freight, safety, and system preservation projects. Manage the district's UTP portfolio, ensuring projects remain aligned with regional priorities, funding requirements, schedules, and fiscal constraints. Serve as the primary liaison with the Alamo Area Metropolitan Planning Organization (AAMPO), local governments, transit agencies, and other regional stakeholders. Lead transportation programming staff and represent the district as the Transportation Advisory Committee (TAC) Representative. Reports to the Director of Transportation Planning and Development, Deputy District Engineer, District Engineer. Manages a group of professional, technical, and clerical employees engaged in transportation planning activities. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Coordinates development of the Unified Work Program with MPOs and monitors expenditures of federal planning funds. Coordinates with staff engineers regarding planning operations as they relate to administration, programming, design, construction, right of way and maintenance. Develops and monitors the transportation planning budget. Oversees data collection, analyses, forecasts and plan development. Oversees district participation in development, coordination and implementation of the Unified Transportation Program, the State Transportation Plan and action plans for specific projects. Oversees long-range and short-range transportation planning and coordinates with Regional Mobility Authorities/Metropolitan Planning Organizations (MPOs) to develop the annual Transportation Improvement Program and Metropolitan Transportation Plans. Oversees the administration of public transportation grants and related programs. Oversees urban transportation planning including land use and population inventories, travel demand modeling, drafting and graphics, map preparation and highway performance monitoring. Provides technical direction for the development and execution of transportation analysis or planning research. Recommends transportation planning and development training needs. Represents the district at various meetings and public hearings. Responsible for the advanced transportation planning program in a district. Serves as liaison between the Federal Highway Administration and MPOs on matters impacting urban transportation planning programs. Serves as liaison with local officials and the public concerning proposed project development and planning. Performs other job responsibilities as assigned. Minimum Qualifications Education: Bachelor's Degree in Transportation planning, public transportation, engineering. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 5 years of experience in Transportation planning. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
