Salary Range Information Technology Specialist I: $87,098.63 - $111,493.86 Annually Information Technology Specialist II: $94,981.70 - $121,584.59 Annually The position may be filled at either level depending on the candidate's qualifications.To perform skilled technical and analytical work that includes administering, operating, maintaining and enhancing computer and information systems, including personal computers, networks, peripheral devices, software applications and telecommunications systems on a local area network (LAN) and wide area network (WAN); to act as a liaison with contracting agencies; and perform related duties as assigned.DISTINGUISHING CHARACTERISTICSInformation Technology Specialist I This is the entry-level classification in the Information Technology Specialist series. Incumbents of this classification support large groups of users at all skill levels and many different applications on a variety of platforms. Assignments are generally moderately difficult in scope, but within the technical and procedural framework established by higher level employees, however, as experience is acquired, the employee performs with increasing independence.Information Technology Specialist II This is the journey-level classification in the Information Technology Specialist series. Positions in this classification are normally filled by advancement from the lower classification of Information Technology Specialist I, or when filled from the outside, requires substantial prior experience. An Information Technology Specialist II works under general supervision and is expected to perform the entire range of technical and support duties. Work in this classification is distinguished from that of Information Technology Specialist I by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.SUPERVISION RECEIVED AND EXERCISED Information Technology Specialist I/II General supervision is provided by the Information Technology Manager and the Information Technology Supervisor.Examples of Duties Essential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Provide technical support and troubleshoot hardware, software, network or telecommunications problems to meet the needs of end users. May develop documentation for existing applications or procedures. Assist in testing and integrating new hardware and software to determine compatibility with current equipment and standards. May act as a liaison with local and state agencies and vendors in the development of programs, policies, guidelines, and service levels. Monitor systems, network and telecommunications activity, performance and usage. Work with third party vendor support, to develop hardware and software recommendations to identify and correct causes of hardware, operating systems software, or application program malfunctions; and to perform programming changes and enhancements. Develop specialized queries and database/applications reports. Develop and/or post Internet/Intranet content as required. Monitor and evaluate the efficiency, effectiveness and security of information systems; act as systems administrator for the citywide LAN/WAN including the Intranet and email; oversee software applications. May prepare training materials and course contents, and conduct demonstrations, classroom instruction or on-the-job training to users. Assist in communicating systems status, computer events and planned upgrades to end users. As directed, perform daily back up of systems data and retrieve lost data as needed; maintain back up media; archive, store, and destroy program and data files in accordance with the City's Records Retention Policy. Maintain a retention schedule log of all archived and stored data. Maintain the security of computer rooms and other areas as assigned. Provide technical support to all levels of staff in response to requests received by the Information Technology Support Line (Help Desk), including but not limited to; city supported applications, hardware, peripherals, email, telecommunications, Internet and Intranet issues. Assist in developing implementing, maintaining and enforcing information technology policies. Develop and recommend procedures to improve systems operation, minimize risk, and ensure hardware and software integrity. Assist in the design, implementation and maintenance of network infrastructure, including topology, configuration, and security to meet information technology standards. Assist in establishing, coordinating and implementing long-range information systems planning; forecast and analyze information system needs. Assist users in identifying and meeting their automation needs and developing alternative solutions. Provide end-user support for all Microsoft 365 platform applications and features. May perform all essential job functions for agencies that contract with the City for Information Technology services.Typical Qualifications Information Technology Specialist I Experience and Education To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position. A typical combination is: Experience Two years of progressive experience in information systems operations and maintenance, including computer hardware and software. Education Equivalent to an associate of arts degree in computer science, management information systems, business administration or a closely related field. Information Technology Specialist II In addition to those of the Information Technology Specialist I Experience Three years of increasingly responsible experience in information systems operations and maintenance including computer applications software training and writing user documentation. Education Equivalent to an associate of arts degree with an emphasis in information technology and specialized certifications applicable to current trends in information technology. Possession of a bachelor's degree in a related field is highly desirable. Licenses and Certificates Possession of a valid driver's license issued from the California Department of Motor Vehicles. Phase Three - Oral Appraisal Interview (Weighted 50%): Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Information Technology Specialist I/II. Eligibility Lists are generally valid for one year. Once the list is established, the Administrative Services Department may conduct follow-up assessments. Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status.
