Supervisory Emergency Management Specialist (Recovery)

Duties As the Public Assistance Branch Chief, you will manage the Public Assistance Program, providing supplemental federal disaster grant assistance for debris removal, emergency protective measures, and repair or replacement of disaster‑damaged publicly owned facilities and certain private non‑profit facilities. You will also coordinate hazard mitigation assistance during recovery to protect damaged facilities from future events. Responsibilities Manage the Public Assistance Program, providing supplemental federal disaster grant assistance for debris removal, emergency protective measures, and repair/replacement of disaster‑damaged publicly owned facilities and certain private non‑profit organizations. Develop and maintain relationships with state, tribal and local governments and private non‑profit organizations to ensure successful Public Assistance programs, helping communities quickly respond to and recover from disasters. Direct and manage the staff of the Public Assistance Branch, determining staffing needs, developing plans for organizational change, and allocating resources effectively. Develop program management plans to support multiple simultaneous events and assist in coordinating disaster recovery efforts for long‑term community and economic recovery. Work Environment The role involves routine emergency management responsibilities, recall around the clock, and potential deployment to disaster sites for irregular work hours. Travel may be extensive, and employees may be required to relocate to emergency sites with physically austere and operationally challenging conditions. Qualifications To qualify at the GS‑14 level, you must possess at least one year of specialized experience equivalent to the GS‑13 level. Experience may be obtained in federal, state, or local government, or in the private sector and must demonstrate the following: Managing, directing, and overseeing public assistance programs or operations to ensure compliance with federal regulations and policies. Supervising teams of multidisciplinary staff who manage complex projects. Providing guidance on public assistance program eligibility, documentation, and reimbursement processes. Representing an agency in developing strategies for timely support of public assistance to impacted communities.
