Engineering Technician

THOR Solutions is actively seeking an ENGINEERING TECHNICIAN V (Elevator Systems) with U.S. Navy shipboard experience to provide full-time support for U.S. Naval shipboard equipment at the Southwest Regional Maintenance Center (SWRMC) in San Diego, CA.

In this role, you will be part of a waterfront team that provides direct engineering and technical support to the U.S. Navy Pacific Fleet, helping keep shipboard systems reliable and mission-ready. Working alongside Navy personnel aboard ships and at regional maintenance facilities, you will apply your technical expertise to troubleshoot equipment, support maintenance and assessments, and train Ship's Force to improve Fleet self-sufficiency and readiness. This is an opportunity to contribute to a high-impact mission that directly supports the safety and combat readiness of our Fleet.

This position is contingent upon contract award, anticipated for February 2027.

Typical Responsibilities: The candidate's responsibilities include (but are not limited to) performing or supporting the following actions:

• Provide Full-Time Onsite Support as well as Surge Support as tasked for the following Code 253 cognizant equipment.
• Serve as a senior Subject Matter Expert (SME) and lead for assessment teams and Fleet Technical Assistance teams on-site or via distance support as required, to include engineering/technical evaluations, equipment functional checks, troubleshooting, test, analysis, and equipment repairs as tasked.
• Conduct pre-job briefings and report equipment readiness status.
• Conduct Fleet Technical Assistance on-site or via distance support as required, to include engineering/technical evaluations, equipment functional checks, troubleshooting, test, analysis, and equipment repairs as tasked.
• Conduct Assessments, Inspections, and Grooms determining equipment condition and out of specification settings; observe operation of the equipment by ship's force to witness the full range of performance, when possible; utilize appropriate measuring equipment to obtain data for evaluation; evaluate findings and provide technical guidance/over-the-shoulder direction for adjustments and repairs to the maximum extent possible during the time available.
• Provide On-The-Job Training (OJT) to Ship's Force technicians in the operation, repair, and maintenance of the different systems supported by the branch.
• Assist with the research and technical resolution of Departures from Specifications (DFS), conduct research and technical resolution of Engineering Service Requests (ESRs), and review of work items/process control procedures (PCPs) when required, including development of risk assessments.
• Support monthly reporting of qualification (JQR) progress and job status.

Location: Full time onsite at the SWRMC in San Diego, CA.


Typical Physical Activity: Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g. confined spaces, ladders, hatches), or vision..

Anticipated Travel: This position involves up to 10% travel, including travel to overseas/OCONUS locations.


Typical Pay Range: The anticipated pay for this position in the identified location(s) is $39.78/hour. Actual compensation offered will be based upon individual factors including education, qualifications, and experience. This position is covered under the Service Contract Act (SCA) and will additionally receive $5.09/hour in "health and welfare" benefits.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered, but still must obtain a clearance prior to hire.

Required Education, Skills, Knowledge, and Abilities:

• High school diploma/GED equivalent.
• At least seven (7) years of recent, relevant hands-on experience within the last ten (10) years in the operation, troubleshooting, repairing, maintaining, and assessing of U.S. Navy Auxiliary equipment including, but not limited to:
  • Mechanical, electrical, hydraulic, pneumatic, hoisting, and control subsystems for surface-ship and aircraft-carrier elevator systems such as cargo/weapons elevators, hydraulic power units, ammunition hoists and elevators, aircraft elevators, safety-stanchion systems, cargo elevators, lift platforms, ship-service and food-service dumbwaiters, conveyor systems, and elevator/hangar doors (electrical, pneumatic, mechanical, and computer-controlled).
• Ability to complete assessments and Technical Assists with repair recommendations in Report/TAVR format; conduct ship visits to assess material condition and troubleshoot; review adequacy of onboard ILS/PMS/PQS and validate equipment configuration; and conduct OJT and operator training for Ship's Force.
• Ability to assist in elevator certification testing and System Operability Tests (SOT Level III) weight testing with the government Certified Elevator Inspector; research and resolve DFSs and ESRs; and maintain job status in Fleet Technical Support (TAAS).
• Ability to draft and submit Ship Visit Reports on material condition and operational status in the branch's standard format, and debrief cognizant ship's force, with unresolved conditions briefed to the CO and Chief Engineer.
• Ability to utilize computers including the Microsoft Office Suite for compiling information for reports and history files and transfer digital pictures from camera to computer and enhance as required and label them for report purposes.
• Ability to communicate effectively in writing and orally.

Required Certifications/Trainings or ability to obtain within 180 days of providing direct support:

• Rigging Gear Inspector Level I.
• Industrial Hydraulics systems-troubleshooting course (Eaton Hydraulics).
• Programmable Logic Control (PLC) troubleshooting training at the diagrammatic level (programming-level troubleshooting is not required or authorized aboard Navy ships).
