Communications Operations Manager - Emergency Communications Center Shenandoah County Communications Operations Manager Job Summary This position performs difficult administrative work overseeing the daily operations of the Emergency Communications Center (ECC); overseeing the development and execution of continuing education/training programs for all center personnel and education programs for the general public; does related work as required. Work is performed under the general direction of the Emergency Communications Director. Essential Job Functions Planning, organizing the county’s emergency communications center/Public Safety Answering Point (PSAP); coordinating work with appropriate agencies and other departments; maintaining records and files and preparing reports. Oversees ECC operational personnel; assigns, directs, trains, and inspects the work of staff; rewards, transfers, disciplines, coaches, counsels and evaluates the performance of staff; assists in the development of work plans and schedules; recommends hiring, promotion, suspension, termination, or demotion. Assists in the recruitment and selection of personnel; works with the human resource staff and serves as a liaison for benefits, County training, and hiring. Drafts, maintains, and implements the policies of the ECC; assists the Director with the development and maintenance of emergency plan for the ECC. Maintains liaison between the Director and staff of the Emergency Communications Center. Investigates citizen, staff, and/or public safety complaints. Reviews and takes necessary action on all liability reports submitted by agency personnel. Attends meetings of the ECC Administrative and Advisory Boards and Council or Board meetings as required, and other meetings as required, including monthly Fire and Rescue meetings Oversees and recommends training of personnel (internal training and/or training at the Criminal Justice Academy); serves as a certified Instructor for the ECC and Criminal Justice Academy. Serves as the Accreditation Manager for the ECC; prepares reports and maintains accreditation status to meet the local, state, and/or national standards as set forth. Oversees large scale event planning for the ECC; works with agencies served by the ECC to formulate effective communication for routine and special events. Oversees the communication Quality Assurance (QA) evaluation program, Emergency Medical Dispatching (EMD) program and manages the ECC’s Public Education Program. Prepares and maintains reports, records, and files; prepares and distributes media materials as directed. Develops and maintains records, files, and reports; Performs all duties of a Communications Officer or Communications Supervisor as needed; including the ability to work days, nights, weekends, and emergencies as necessary. Assist with VCIN/NCIC entries, checks and audits. Serves as a member of the Emergency Operations Center (EOC) staff; Performs related tasks as required. Education and Experience Requires a bachelor’s degree, considerable experience in public safety or emergency communications with supervisory experience, or an equivalent combination of education and experience. Experience in the operation or supervision of a public safety communications center is preferred. Licenses or Certifications Completion of Basic Dispatch School through the Virginia Department of Criminal Justice Services within one (1) year of employment. Possession of VCIN/NCIC (Virginia Criminal Information Network/National Crime Information Center) within 6 months of employment, EMD (Emergency Medical Dispatch) within one (1) year of employment, FEMA Incident Command System (ICS) certifications, and CPR certifications; completion of a supervisory school and training course. Possession of General Instructor credentials, or ability to obtain within twelve (12) months of employment. Valid driver’s license. Special Requirements The department operates 24 hours a day, 7 days a week; must be able to work beyond a regular work schedule, including call back. Audiometric Screening Criminal background check Knowledge, Skills And Abilities Knowledge of two-way radio, Computer Aided Dispatch, and Enhanced 911 systems. Knowledge of Federal and State regulations governing the use of radio transmissions, VCIN/NCIC, EMD, computer privacy and security, records retention, and emergency communication work. Knowledge of statutory and administrative codes, ordinances, and regulations related to public safety communication. Knowledge of standard office practices, procedures, equipment, and techniques. Knowledge of business English, spelling, and arithmetic. Knowledge of the organization and functions of the department and of general administrative policies and practices. Knowledge of Microsoft Office suite of programs for the purposes of creating and formatting documents, graphs, presentations, databases, spreadsheets, data entry, and word processing. Skill in communicating effectively both orally and in writing in a highly interactive team-oriented work environment. Knowledge of community resources that may be used in emergency situations. Knowledge of the principles of supervision and personnel management. Ability to present ideas clearly both verbally and in writing. Ability to analyze emergency situations objectively and make sound decisions. Ability to plan and organize responses to complex emergencies. Ability to keep office records and to prepare accurate reports from file sources. Ability to perform and organize work independently. Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor. Ability to establish and maintain effective working relationships with County staff, training agencies, other public agencies, the media, associates, and the public. Ability to maintain regular and predictable attendance at work. The annual starting pay range for this FLSA exempt position is $69,620.38- $80,063.44 , commensurate with qualifications, experience, and internal equity.
