Biologist

Summary This position reports to the Director of the Field Program at the Michael E. DeBakey VA Medical Center in Houston, Texas. The incumbent manages the Biosafety, Safety, and Security Program, ensuring that research programs utilizing laboratory and/or office space adhere to biosafety, fire and natural disaster safety, radiation safety, environmental safety, equipment management, and research building security standards and guidelines. Qualifications Applicants must have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines, or a combination of education and experience equivalent to a major plus appropriate experience. Specialized Experience: At least one year of experience equivalent to GS‑09, meeting 3 out of 5 examples such as conducting inspections, drafting SOPs, providing training, auditing compliance, and collaborating with safety committees. Educational requirements include a Ph.D., 3 full years of graduate education leading to a doctoral degree, or an LL.M. related to the position. A combination of education and experience may also qualify. Applicants may combine education and experience to satisfy the total requirement for this position. Applicants may receive credit for volunteer work that demonstrates relevant competencies. Provide a clear description of duties and hours for all relevant experience. Duties Conduct formal, rigorous laboratory and office space inspections on a quarterly basis. Ensure laboratory staff wear appropriate attire and identification badges. Serve as a source for obtaining proper personal protective equipment for laboratory employees. Conduct follow‑ups with investigators and Research Service to correct deficiencies identified by safety inspections within 30 days. Coordinate and arrange for building alterations, including compliance reviews and operational flow coordination. Ensure chemical fume hood and BSC spaces are free of excessive waste or flammable materials and are not used for general storage. Monitor access to Research Service Line buildings, disabling PIV access for staff who have left or modifying staff access as necessary. Prepare annual or specific reports to VA ORD, USDA, VA ORO, EPA, or other regulatory organizations regarding biosafety, safety, and research security. Maintain the Research Central Controlled Substance Area, available for monthly inspections and communicate results to users. Promotion may be awarded to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Work schedule: 8:00 a.m. – 4:30 p.m.; compressed/flexible schedule not available; telework may be authorized on a case‑by‑case basis.
