Position Title: Assessment and Data Information Specialist 3 Department: Instructional Services Location: Washington Service Center Reports To: Senior Director of Research, Assessment, and Evaluation FLSA Status: Non-Exempt Bargaining Unit: Classified, OSEA Compensation: Classified Salary Schedule - Range Z ($42.89 - $52.27 per hour, DOE) Workdays: 250 days per year NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support. General Description: In alignment with the NWRESD's mission statement, this position has an advanced understanding of the NWRESD data models, data sets, and produces a wide variety of queries and dynamic reports tied to the strategic plan and department-specific goals. The person must possess the skills and abilities to collaborate with numerous departments across the NWRESD and component districts to identify needs and develop reports for end users. Additionally, this position is responsible for providing data literacy support for educator teams and ensuring their data collection systems are user-friendly. The nature of the work requires adherence to standard procedures, policies, and regulations. Under general direction, the Assessment and Data Information Specialist 3 conducts advanced small-to-large scale data, statistical and mathematical analysis, and query or database program optimization, including query development and data validation, to provide meaningful data and information for use in a variety of programs and reports; create queries, validate, and audit data and use statistical techniques and programs to synthesize, transform, combine and manipulate multifaceted data sets from multiple sources into reports or other representations; lead the work of determining assessment requirements, data collection and interpretation, reporting, and analysis. May serve in a lead capacity and provide work direction and guidance to designated staff. Bachelor's degree in a Data Science, Social Sciences, Computer Science, or related field preferred. Equivalent experience/training and college coursework considered 2. Experience in a similar role and/or knowledge, experience, and skills to successfully perform the responsibilities listed 3. Expertise with Student Information Systems 4. Expertise with various data dashboarding and report development tools 5. Expertise with SQL (Structured Query Language) script development 6. Experience with statistical modeling software (SPSS, R) preferred 7. Advanced experience with Microsoft Office Professional Suite (Word, Excel, Access) 8. Valid Driver's License; available transportation and proof of auto insurance. 9. Bilingual and biliteracy skills preferred KNOWLEDGE, SKILLS, and ABILITIES: 1. Lead the querying of student, staff, and financial data from multiple systems for further reporting B. Lead the coordination of the scope of work with instructional/educational data users C. Develop and deliver training that models appropriate use of technology in an instructional setting D. Demonstrated ability to extract information from a variety of electronic sources with different formats and to reorganize and synthesize the resulting data set for analysis E. Data mine from and report development from Infinite Visions, Synergy, ECWeb, and other district and ESD data sources F. Work with stakeholders to create new reports or modify existing reports for the program evaluations, grant applications, and other related needs; provide status updates and findings throughout projects, analysis, or the reporting cycle to key stakeholders G. Efficiently produce polished and clear data reports for end users H. Comparative analysis of data sets with respect to state reporting, auditing, and district guidelines I. Work with stakeholders to design, revise, and install data collection systems and business processes J. Utilizing best practices, participate in the creation, automation, and standardization of queries and reports; prepare and present recommendations, and implement solutions for the elimination, consolidation, or addition of reports or reporting standards that support the reduction of manual report generation or distribution K. Initiate, develop, and implement procedures, priorities, and timelines for data cleanup to assure data is available to meet reporting timelines and other annual reporting processes and requirements; maintain and distribute recurring reports, ensure that reports meet requirements and are submitted in a timely manner to remain in compliance with NWRESD, local, state, federal, and other reporting agencies L. MS SQL and MS Access database management and revisions M. Document requirements for current production report requests, both small and large N. Collaborate with the Director of Research, Assessment, and Evaluation in all phases of academic data testing and reporting O. Keep current on research design, and statistical methodologies in education; attend and participate in meetings, conferences, and seminars relevant to new developments in assessment, reporting requirements, compliance, data collection, analysis, and distribution; lead, attend, and participate in a variety of meetings, in-service trainings, workshops, conferences, and seminars relevant to data analysis and reporting P. Document current reporting environment and processes Q. Effectively communicate technical issues to end users and non-technical staff R.
