Affordable Housing Community Manager

Community Manager Responsible for overseeing the entire operations of a housing community under the supervision of the Regional Manager. As a Community Manager, you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration and risk management. As an on‑site leader, you will supervise all aspects of the property and staff to ensure compliance with Asset’s policies and procedures, safety and fair housing guidelines, and liability concerns. Responsibilities Personnel Management: screen, hire, train, coach and develop staff; complete daily onsite attendance; maintain staff schedules; address performance issues; foster harmony and quality performance. Financial Management: achieve the highest net operating income through cost control and revenue improvement; develop yearly operating budgets and forecasts; reconcile deposits, rent collections, and vendor invoices; ensure accurate property closeout and financial reporting. Strategic Leasing Management: develop yearly marketing plans and utilize marketing strategies; obtain lease closures; manage resident complaints; develop resident retention programs; conduct resident showings and move‑ins. Administrative & Maintenance Management: ensure accurate reporting; lead emergency response; maintain customer service; monitor maintenance work orders; ensure property appearance; manage resources, equipment, supplies; direct maintenance, construction and rehabilitation activities. Qualifications Minimum 2 years experience with affordable housing programs (e.g., LIHTC, HUD Project‑Based Section 8, Section 236, PRAC, 811 PRA, USDA Rural Development, HCD, HOME Funds, and Bonds). Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other applicable designations is preferred. High School Diploma or equivalent, Bachelor’s degree, four years experience in the housing industry, or one to two years related experience and training, or an equivalent combination of education and experience. Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred. Basic computer skills to use on‑site software functions. Basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Regular standing, use of hands, repetitive reach, lifting up to 25 pounds, and other physical duties as described.
