The range listed reflects the entire range and typical placement is entry to mid range.Pay Range: $27.86-$38.09 HourlyThe City of Arvada is looking for a proactive and community-focused Code Compliance Officer to help protect the safety, appearance, and livability of our neighborhoods. In this role, you’ll work directly with residents and businesses to investigate concerns, conduct property inspections, and help resolve code compliance issues that impact our community.This is a great opportunity for someone who enjoys problem solving, working in the field, and building positive relationships with the public. Completes a thorough investigation to determine if code violations exist and then takes appropriate corrective action and completes documentation.Performs on-site inspections of commercial and residential buildings, sites, and vacant land to determine if maintenance of the property is in compliance with property maintenance code. Takes appropriate corrective action as necessary.Initiates the legal and judicial process by issuing and serving summonses and providing evidence and testimony at hearings and trials and ensures that the legal requirements of notification are met. Initiates nuisance abatement hearings.Determines the necessity of work orders for contractors, issues work orders and coordinates with internal personnel and outside contractors. Provides detailed job parameters and ensures job completion. Calculates, assesses, and processes financial information and supporting documentation utilized for the billing, collection and assessment of administrative fees, tax liens.Maintains updated case files for documentary and historical purposes. Creates and maintains a variety of data spreadsheets and organizational charts to provide information to city staff, citizens, and other municipalities.Proactively enforces the city sign code. Identifies, removes, and disposes of illegal signage on city right-of-way.Interacts with the public via phone, electronic mail, in writing.Consults, daily, with city staff regarding enforcement and code interpretations. Coordinates with appropriate work units to accomplish objectives.Oversees day-to day leadership activities, including effectively communicate vision and priorities, makes decisions and problem solves, delegates work, manages performance, hires, manage resources, develops others, and maintains a team culture to produce strong performance and positive employee and community member experiences.Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.Other Job FunctionsParticipates on miscellaneous city committees and attendance to board of adjustment, city council and neighborhood meetings as needed.Conduct surveys related to enforcement topics, job function, policy and procedure and other pertinent miscellaneous information.Performs other duties as assigned.Knowledge Skills and AbilitiesSolid knowledge of International Property Maintenance Code and basic knowledge of other Arvada municipal codes and State of Colorado traffic laws.Knowledge of and adherence to Arvada Police Department policies and procedures.Basic knowledge of federal, state, and local laws and regulations related to code enforcement activities.Technical knowledge required for use of noise and light meters to ascertain readings pertaining to disputes and enforcement issues.Strong customer services skills with emphasis on problem solving and conflict resolution.Strong organizational skills and ability to work on several cases or issues simultaneously.Good negotiation, mediation, conflict management and problem-solving skills.Ability to use a variety of job specific software and tools, including but not limited to digital camera, small hand tools, simple office equipment, personal computer, copier, printer, fax machine, scanning machine, laminating machine, two-line phones, I-pads, smart phone, police radio and CEWs (conducted electrical weapons).Ability to work varying shifts including evenings, weekends, holidays and/or on-call hours.Ability to obtain Code Enforcement Certification, CEW (conducted electrical weapon) certification, defensive tactics certification within one (1) year of hire.Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.Must be able to operate a motor vehicle.Knowledge Skills Abilities PreferredTwo (2) years’ experience in code enforcement or law enforcement.License & CertificationBasic Code Enforcement Officer Certification from the Colorado Association of Code Enforcement Officials (CACEO), or obtain certification within one (1) year from date of hire.Must successfully complete all annual and as-needed in-service training and certification requirements.A valid Colorado driver’s license and acceptable driving record is required.Education DegreeHigh School/GEDEducation MajorEducation RequiredYesWork Experience RelatedCustomer service experience in a high-pressure work environment.Work Experience PreferredTwo (2) years’ experience in code enforcement or law enforcement.Other QualificationsPosition is subject to an extensive background check, which may include fingerprinting, a polygraph examination, verification of employment and education, a review of criminal and driving records, reference checks, and other relevant factors as required.Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.Associates degree preferred.Physical DemandsModerate to considerable physical effort that includes working from ladders in awkward positions.
