Job Summary The Talent Acquisition Specialist is responsible for the day-to-day functions of the recruiting department for the Redwood Family Care Network, including but not limited to recruiting/sourcing, screening, scheduling interviews, reference checks, posting jobs, using social media to recruit, and making offers. The Talent Acquisition Specialist ensures that all applicants have successfully completed the pre-employment onboarding process, resulting in the issuance of an employee EID. Also responsible for ensuring that internal transfers complete the onboarding requirements for successfully transferring to a new position and/or location. The Talent Acquisition Specialist tracks all onboarding documents including DOJ and DMV pulls, copies of driver’s licenses, car registration, and TB tests. Annual updates are recorded and followed through on. Knowledge Principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. Business and management principles involved in strategic planning, resource allocation, recruitment modeling, leadership technique, production methods, and coordination of people and resources. Principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders. Program development to attract, and retain employees. Ability to develop a high volume and high quality pipeline of candidates under very tight timelines and with a high sense of urgency. Excellent communication and interpersonal skills, including strong influencing, negotiation and presentation skills. Must have exceptional phone and research skills. Essential Functions Handles incoming calls relating to the onboarding process. Initiates and makes outbound calls to applicants relating to onboarding process and/or documents received. Processes and quality checks employment eligibility verification through Form I-9 and/or E-verify and files accordingly. Verifies applicant successfully completed the pre-employment drug screen; follows up with applicant as needed. Verifies applicant successfully completed the pre-employment background check; follows up with applicant as needed. Processes completed applicant(s) within system requirements. Processes and verifies applicant successfully is associated through vendor agencies. Processes non-completed/disqualified applicant(s) within system requirements. Follows up with applicant(s) to complete onboarding process. Processes and quality checks received employment eligibility documents and required identification forms. Works alone or with a recruitment partner to identify a diverse talent pool for existing and future positions, develop and execute the search strategy, create target list of competitor companies, target titles, names of individuals in similar positions and anticipated time frame of the search. Identifies, interviews and delivers internal and external candidates to the Professional Recruiting Team. On a daily basis, tracks open positions, identifies potential candidates, screens resumes, conducts phone screen interviews, coordinates and communicates with hiring managers. Prepares a candidate brief for qualified candidates to present to recruiter for further review. Creates an external brand with the aligned talent pools for the area supported. Creates and manages job postings on various job sites (i.e. Craig’s List, Indeed, Universities, LinkedIn, Monster, etc.). Captures and reports on key metrics that show results, trends and opportunities in key talent markets and supported business. Ensures all data is captured, updated and reported properly. Utilizes creative sourcing tools and resources that improve candidate relationship development. Follows-up throughout the entire interviewing process for new candidates while communicating with hiring managers and hiring team. Sets up personnel file, scans and drops accordingly to file. Performs other related duties and assignments as required. Supports hiring managers with employee onboarding including ordering new equipment, setting up accounts, and scheduling NHO. Supports hiring managers with incoming candidate screening as needed. Education and Experience Minimum 2 to 3 years of experience in the human resources field and recruiting/sourcing. Home care experience preferred but not required. Minimum Education: High school diploma. This position requires a valid California ID or Driver’s License.
