The Regional Hub Program Manager serves as the primary regional lead for implementing the Thrive Kansas Digital Mental Health Initiative within an assigned Rural Health Transformation Program (RHTP) regional hub. This position works closely with healthcare organizations, providers, community health workers, and project leadership to support deployment, adoption and ongoing use of digital mental health services. The role is responsible for coordinating regional activities, facilitating stakeholder engagement, addressing implementation barriers, monitoring progress, and ensuring alignment with project goals, timelines, and quality standards. The Thrive Kansas Digital Mental Health Initiative is a grant funded, statewide, evidence-based digital therapeutic strategy designed to expand access to treatment for depression, substance use disorders (SUD) and other mental disorders in rural Kansas. The initiative deploys clinically validated computerized mental health interventions supported by community-based facilitation and integrated into rural primary care, behavioral health, and community settings. We are currently recruiting for three program manager positions.Job Description:
Job Duties
Regional Deployment & Site Readiness
Coordinate regional deployment readiness activities and implementation timelines for participating sites.
Ensure sites complete onboarding, platform setup, workflow preparation, and readiness requirements to support successful implementation.
Serve as the primary regional point of contact during deployment and collaborate with technical teams, providers, and partner organizations to support operational readiness.
Track regional implementation milestones, identify barriers or delays that may affect project objectives, and coordinate resolution of. deployment-related issues with project leadership and technical support teams.
Regional Implementation & Training Coordination
Lead regional implementation activities and coordinate rollout across participating healthcare organizations, community settings, and behavioral health partners in alignment with statewide project plans and timelines.
Support training logistics for providers, CHWs, supervisors, navigators, and support staff, including scheduling, tracking attendance, and ensuring training completion.
Monitor implementation progress across sites and assess adherence to implementation plans and established workflows, identifying and addressing region-specific operational barriers that may affect implementation success.
Facilitate communication between participating sites and project leadership to support successful adoption and sustained use of digital mental health interventions.
Workforce & Program Operations Management
Coordinate workflows among CHWs, supervisors, providers, and care teams across the regional hub.
Support onboarding and integration of newly hired staff and facilitate role clarity among team members.
Monitor workforce capacity, staffing coverage, and continuity across participating sites. Identify workforce challenges or risks and communicate concerns to project leadership in a timely manner.
Promote consistent program operations across sites by documenting workflow processes, facilitating communication among stakeholders, and promoting alignment with project goals and expectations.
Evaluation, Reporting & Continuous Quality Improvement
Coordinate regional participation in program evaluation, performance monitoring, and continuous quality improvement (CQI) activities, ensuring participating sites complete required evaluation activities and data collection requirements.
Track completion of CQI action items and follow-up activities within the region. Support local teams in understanding program performance expectations, implementation benchmarks, and reporting requirements.
Collect and communicate region-specific implementation insights, successes, challenges, and lessons learned to the central evaluation and leadership teams.
Participate in quality improvement meetings and facilitate implementation of approved improvement strategies across participating sites.
End-User Access & Support Coordination
Coordinate regional activities designed to improve access to digital mental health services and interventions.
Monitor barriers to patient, participant, or end-user engagement and enrollment, and collaborate with technical support and program staff to identify, route, and resolve access-related issues.
Track recurring access concerns and communicate trends to project leadership.
Serve as a regional advocate for participating sites and end-users by ensuring barriers affecting engagement, access, or adoption are elevated and addressed in a timely manner.
Stakeholder Engagement & Communication
Serve as the primary regional liaison between participating organizations, project leadership, community partners, and implementation teams.
Facilitate regular meetings with regional stakeholders to review implementation progress, identify challenges, and coordinate solutions.
Maintain ongoing communication regarding project updates, timelines, deliverables, and performance expectations.
Support dissemination of project information and promote engagement among participating organizations and community partners.
Adapt communication strategies to meet the needs of rural healthcare organizations and diverse stakeholder groups.
Integration with Statewide Program Operations
Support alignment between regional implementation activities and statewide project goals.
Coordinate with other Regional Hub Program Managers and central project leadership to ensure consistency across regions.
Share best practices, successful implementation strategies, and lessons learned across regional hubs.
Contribute to statewide planning, implementation meetings, and strategic initiatives designed to strengthen program performance and sustainability.
Conducts activities in a professional and ethical manner, and in accordance with KUMC Policies and applicable local, state and federal laws and regulations.
Performs job responsibilities in a safe and secure manner.
Coordinate work with other University areas ensure integration and support of the University mission.

Work Environment:
This position may be eligible for a hybrid (in-office/remote) work schedule, based on a set departmental schedule and with management approval. Incumbent must reside in Kansas or Missouri.
Required Qualifications
Work Experience:
Seven (7) years of experience in program management, project management, healthcare operations, implementation support, or related roles. Education may be substituted for experience on a year-for-year basis.
Experience coordinating multi-site projects or community-based initiatives.
Experience working with multiple stakeholders and interdisciplinary teams.
Experience facilitating meetings and managing project-related communications.
Experience coordinating workforce development, training programs, or implementation activities.
Experience with quality improvement, evaluation, or reporting activities.
Preferred Qualifications
Education:
Master’s degree in public health, healthcare administration, business administration, social work, behavioral health, public administration, or related field.
Work Experience:
Experience in public health, healthcare administration, business administration, social work, behavioral health, nursing, public administration, or a related field.
Experience in rural healthcare, behavioral health, population health, or digital health programs.
Experience supporting grant-funded, federally funded, or state-funded initiatives.
Experience with implementation of science frameworks, practice transformation, or quality improvement methodologies.
Experience supervising or coordinating community health workers, care coordinators, or implementation teams.
Experience working with healthcare systems, federally qualified health centers (FQHCs), critical access hospitals, behavioral health organizations, or community-based organizations.

The pay range listed for this position is determined by our compensation program using market data and salary benchmarking. A combination of factors is considered in making compensation decisions including, but not limited to, education, experience and training, qualifications relative to the requirements of the position, and funding. At the University of Kansas Medical Center, a reasonable estimate for the starting pay range will be the minimum to midpoint of the posted range, taking into account the combination of factors listed above.
