- **Program Manager**FEMA Program Management Services# Position OverviewThe Program Manager will provide overall leadership, strategic direction, and operational oversight for program management services supporting the client FEMA disaster recovery, Public Assistance, and related emergency management initiatives.The Program Manager will serve as the senior program-level point of coordination among the client, COR3, FEMA representatives, contractors, project teams, and internal leadership. This position will be responsible of ensuring the successful delivery of program objectives, quality, compliance, financial performance, and stakeholder satisfaction.The Program Manager will lead a multidisciplinary team of Project Managers, technical specialists, analyst, and program support staff, establishing a culture of accountability, collaboration, responsiveness, and continuous improvement.# Key Responsibilities* Provide overall leadership, strategic direction, and operational oversight for FEMA program management services.* Lead and coordinate Project Managers, technical specialists, analysts, field staff, and other program personnel.* Establish and monitor program priorities, milestones, performance objectives, deliverables, and quality standards.* Oversee program scope, schedule, budget, resources, risks, issues, and overall performance.* Serve as a primary senior-level point of contact with the client, COR3, FEMA, contractors, and other key stakeholders.* Provide program-level oversight of FEMA Public Assistance, disaster recovery, infrastructure recovery, and related grant management activities.* Ensure compliance with FEMA requirements, federal regulations, contractual obligations, and applicable client policies and procedures.* Review and oversee program reporting, dashboards, performance metrics, executive briefings, and other management deliverables.* Identify and resolve program-level risks, issues, dependencies, and operational challenges, escalating matters as appropriate.* Promote accountability, collaboration, customer service, quality, and continuous improvement across the program.# Required Qualifications* Bachelor’s degree in Engineering, Construction Management, Project Management, Business Administration, or a related field. Equivalent combination of education and experience may be considered.* Minimum of seven years of progressive program or project management experience, including experience leading complex, multidisciplinary programs.* Demonstrated experience managing teams, contractors, subcontractors, schedules, budgets, deliverables, and client relationships.* Working knowledge of FEMA Public Assistance, disaster recovery operations, federal grant requirements, and program delivery processes.* Demonstrate understanding of project governance, project controls, risk management, quality assurance, financial oversight and performance management.* Strong executive-level communication, presentation, negotiation and stakeholder management skills.* Excellent written and verbal communication skills, including the ability to brief senior leaders and coordinate with diverse stakeholders.* Demonstrated ability to manage competing priorities and make sound decisions in complex and rapidly changing environments.* Ability to work under compressed timelines, respond to changing priorities, and support disaster operations as needed.* Proficiency with Microsoft Office applications and project management, reporting and collaboration tools.# Preferred Qualifications* PMP, PgMP, or other recognized project or program management certification.* Prior experience supporting FEMA Public Assistance, Hazard Mitigation, infrastructure recovery, or federal emergency management contracts.* Experience managing large-scale federally funded programs or portfolios.* Experience with FEMA Grants Portal, Grants Manager, or comparable grants management systems.* Experience managing programs involving multiple contractors, consultants, government agencies, and other stakeholders.* Experience in Puerto Rico, the Caribbean, or post-disaster recovery environments.* Bilingual English/Spanish communication skills strongly preferred.# Core Competencies* Program leadership and strategic execution* Federal program and grant management* FEMA Public Assistance and disaster recovery* Program governance and performance management* Contract and financial management* Risk, issue, and change management* Team leadership and organizational management* Stakeholder and client relationship management* Data-driven reporting and executive communication* Quality assurance and compliance* Problem solving and decision-making* Ethical judgment, accountability, and professionalism# Work Environment and TravelThis position may be based in a remote, or client-site environment depending on contract requirements. The position may require regular travel to client offices, project sites, field locations, meetings, and other program-related activities.The Program Manager may be required to respond to urgent program needs, changing priorities, or disaster-related activities with limited notice. Travel within Puerto Rico and, when required by the contract.
