Health Information Management (HIM) Analyst

Arlington County’s Department of Human Services (DHS) Quality and Administration Compliance Team is seeking an analytical, collaborative, and detail-oriented Health Information Management (HIM) Analyst who enjoys working as part of a small, collaborative team. Rather than functioning solely in a policy or oversight capacity, this position is deeply involved in the day-to-day operations of medical records, privacy compliance, and information governance activities across DHS programs, including Community Services Board (CSB) services. The HIM Analyst serves as a key operational resource, directly fulfilling complex records requests, supporting compliance initiatives, managing records systems and workflows, and providing practical guidance to staff on HIPAA, 42 CFR Part 2, FOIA, and records retention requirements. This role offers the opportunity to make a direct impact by combining direct hands-on analytical work, problem-solving, customer service, and regulatory compliance in a fast-paced environment. Responsibilities

Specific duties include: Fulfilling records requests and supervising temporary staff who support the process;

Reviewing, approving, and coordinating the release of medical records in compliance with regulations;

Managing workflows for high-volume and time-sensitive records requests;

Coordinating subpoenas and FOIA responses with the County Attorney's Office;

Developing and implementing records management and privacy policies and procedures;

Interpreting laws and translating regulatory requirements into operational guidance;

Conducting training and providing records management guidance to DHS staff;

Overseeing records archiving and destruction contracts; and

Supporting system and process improvements for records management

The ideal candidate will: Independently research and interpret complex laws, regulations, and guidance related to health information management, privacy, records retention, and information disclosure, providing expert recommendations and operational guidance to programs and leadership;

Develop, implement, and continuously improve records management procedures and compliance controls; and

Evaluate and resolve highly complex records-related issues, balancing regulatory requirements, operational needs, and risk considerations.

Qualifications

Minimum Qualifications: Bachelor’s degree in Health Information Management, Health Informatics, Public Administration, Business Administration, Psychology, Social Work, or a related field; plus

Considerable experience in records management, compliance, or regulatory interpretation in a health or human services environment with knowledge of HIPAA, FOIA, 42 CFR Part 2, and records retention requirements

Substitution:

Additional qualifying experience can be substituted for the educational requirement. A Master's degree or higher may be substituted for some of the experience requirement. Desirable Qualifications:

Preference may be given to applicants with experience in one or more of the following: • Medical records or health information management; • Behavioral health or human services settings; • Subpoenas, FOIA, or legal records processing; • Managing record storage management and records destruction vendors and contracts; • Developing training or guidance documents; and/or • Electronic records systems. Special Requirements A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. Applicants may be required to sign a release authorizing the County to obtain your background information. Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients: You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).

At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
