About HR Modernization, Data, and Reporting
The Role The Analyst II, under direction of a Supervisor I, will work with CDE Offices and various employee databases to gather, analyze, prepare Human Resource data. With direction, incumbent leads projects that modernize current payroll, benefit, position control, and other HR processes, as well as projects which enhance the CDE employee databases and support the transition to State Controller's Office new California State Payroll System (CSPS) platform. The Analyst II also writes or modifies queries using FOCUS programing language to retrieve data from SCO's MIRS database, performs complex quantitative data analysis, and develops new data models and visualizations. Personal Leave Program 2025 Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary range(s) shown on this job posting does not reflect the salary reduction.

HYBRID This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. Currently, the hybrid telework schedule includes working remotely and working a minimum of 2 days per week in the office.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of writing queries, applying research methodology, and building dashboards using large datasets from multiple sources.
- Knowledge of statistical and data-analysis tools such as Excel (including advanced formulas and VBA automation), SQL, or similar.
- Knowledge of evaluating program performance, working with a team to assess and modernize work processes.
- Strong work ethic, positive attitude, enthusiasm, and self motivated.
- Ability to develop and present ideas clearly and effectively to a small or large audience with little guidance.
- Excellent writing, verbal communication, organization, and time management skills.
- Knowledge and experience with state payroll, timekeeping, benefit, retirement, disability transactions, maintaining organizational charts, and analyzing Personnel Request (PR or RPA) packages.
- Intermediate process improvement skills, such as Lean Six Sigma experience
