They are responsible for overseeing and directing all Contracts Section activities including Construction Contract Advertisement and Award, Contractor Payment Processing, Documentation Review, Contractor Prequalification, and Systems Administration. The Contracts and Specifications Engineer shall consult and advise Program Managers, Assistant Program Managers, Project Managers, Regional Engineers, Superintendents, the Bureau of Planning, the Civil Rights Office, the Legal Office, and the M&O Contract Office, on deficiencies concerning bids, plans and contract books and recommend corrective action.
