General Attorney
Federal Bureau of Investigation (FBI)
Job Summary OPR’s mission is to ensure that the FBI maintains its high standards of integrity and professionalism by impartially adjudicating allegations of employee misconduct. OPR attorneys promote and enforce disciplinary policies through the application of FBI Offense Codes, Penalty Guidelines, FBI policy, and state and federal law. They also provide training on the FBI’s disciplinary process to all FBI employees. Key Requirements Must be able to obtain a Top Secret Clearance. Completed a Confidential Financial Disclosure Report (OGE-450) annually. Completed form FD-887, Request for Access to Sensitive Compartmented Information (SCI). Physical Demands Work is primarily sedentary with occasional walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work. Work Environment Work is performed in office, conference room, and/or library settings. These environments involve everyday risks or discomforts and require normal safety precautions. Work areas are adequately lighted, heated, and ventilated. Major Duties – GS-14 Serve as an attorney advisor to all segments of the office. Review investigative files and prepare investigative reports and legal memoranda. Respond to questions regarding the FBI’s disciplinary process and OPR policies from personnel in headquarters, field divisions, other federal agencies, congressional overseers, and members of the public. Conduct comprehensive legal research; prepare written documents such as legal memoranda and policy statements; evaluate proposed legislation and policies impacting the FBI disciplinary process. Assist with training, including presentations to FBI personnel in headquarters and field divisions. Major Duties – GS-15 Handle the most complex employee disciplinary cases. Respond to questions from the highest levels of management in the FBI. Qualifications and Evaluations The application will be evaluated using the FBI’s Candidate Rating Procedures. Applicants must meet the qualification requirements by the closing date and demonstrate the required competencies in their résumé. Competencies Communication Analytic Thinking Governance and Legal Jurisprudence Leadership Interpersonal Ability Positive Education Requirement All applicants must possess a J.D. degree from a law school accredited by the American Bar Association (or an LLM or other graduate law degree in addition to a J.D.) and be an active member of the bar in any U.S. jurisdiction. Foreign education may be used if it is comparable to an accredited U.S. institution. Specialized Experience – GS-14 2.5 or more years post J.D. attorney experience. Experience participating in interpreting and analyzing legal issues. Experience preparing detailed advisory opinions, legal briefs, memoranda, and reports outlining and analyzing facts and legal issues. Experience providing accurate, proper, and timely legal advice on procedural, operational, administrative, and personnel issues. Specialized Experience – GS-15 4 or more years post J.D. attorney experience. Experience demonstrating proficiency in interpreting and analyzing complex legal issues. Experience serving as a mentor for lower-level attorneys in the legal analysis of disciplinary matters.
