Senior Training Specialist

Harkcon is seeking two experienced Senior Training Specialists to support the U.S. Coast Guard's Office of International Affairs, Security Cooperation Division. These positions will provide international training, Security Cooperation, and Security Assistance program-management support for U.S. Coast Guard activities involving international military students, resident training, mobile training teams, foreign assistance programs, and maritime capability-development initiatives. Both positions are designated as Key Personnel under the anticipated contract. Security and Suitability: Active Secret Clearance required. Location National Capital Region (Virginia, Maryland, DC), with the primary place of work being at the USCG Headquarters Building in Washington, DC. This position is contingent upon award of a contract Responsibilities Manage and coordinate international military-student training requirements, resident course quotas, Mobile Training Teams, and related Security Cooperation activities. Work with U.S. Coast Guard regional training managers to identify resident training requirements, analyze course availability, allocate training quotas, and ensure students are placed in appropriate courses. Enter, maintain, validate, and analyze international student and training data in Department of Defense and U.S. Coast Guard systems, including the Defense Security Assistance Management System and other applicable student-management systems. Coordinate and facilitate annual training-quota allocation meetings involving Regional Training Managers and Mobile Training Team requirements. Coordinate with Training Center Yorktown and its Mobile Training Branch to plan, schedule, and manage overseas Mobile Training Team missions. Assist with developing and coordinating training sequences involving resident courses, on-the-job training, ship-transfer training, Mobile Training Teams, and Mobile Education and Training Teams. Qualifications U.S. citizenship. Active Secret clearance. At least three years of experience in the foreign-assistance or Security Cooperation field managing international military students and mobile training activities. At least three years of experience working with Security Cooperation and Security Assistance programs conducted under Titles 10 and 22 of the United States Code. Experience supporting programs such as Foreign Military Sales, Foreign Military Financing, International Military Education and Training, International Narcotics and Law Enforcement, or other U.S. grant-aid and foreign-assistance programs. At least three years of experience using Department of Defense or U.S. Coast Guard international military-student management systems, such as DSAMS and the Security Assistance Network. Knowledge of the U.S. Coast Guard's overall mission, objectives, programs, organization, management structure, and leadership processes related to international training and Security Cooperation. Working knowledge of U.S. Coast Guard training systems, courses of instruction, and training capabilities supporting international military training. Experience using Microsoft Office 365 applications, including Word, Excel, PowerPoint, Outlook, and Teams. Strong written and verbal communication skills. Ability to travel CONUS and OCONUS. Preferred Qualifications Bachelor's degree in international relations, national security, political science, public administration, education, training, business administration, or a related field. Five or more years of progressively responsible experience in Security Cooperation, Security Assistance, international military training, or foreign-assistance program management. Prior experience supporting the U.S. Coast Guard Office of International Affairs or another U.S. Coast Guard headquarters organization. Prior military or civilian experience within the U.S. Coast Guard, Department of Defense, Department of Homeland Security, Department of State, or a related federal organization.
