Senior Systems Analyst

Job Description:

Own authoritative system specifications and translate complex business policies, rules, workflows, calculations, and integrated-system behavior into precise, traceable, implementation-ready and testable requirements. This position supports Avyanna Technologies' work with the U.S. Department of Education, Federal Student Aid (FSA), Automated Testing Teams (ATT) program. The position is anticipated and contingent upon contract award, funding, and final staffing needs.

Responsibilities

• Develop and maintain authoritative system specifications covering functional requirements, business rules, technical behaviors, interfaces, and expected outcomes.
• Map input/output behavior, state transitions, edge cases, exception handling, calculations, data transformations, and downstream impacts across integrated systems.
• Translate complex business policies and operational rules into precise, testable system logic with traceability to requirements.
• Define validation criteria and test scenarios that verify calculations, transformations, workflow transitions, and rule execution.
• Identify ambiguity and logic defects early; partner closely with engineering and QA to protect accuracy, auditability, stability, and system integrity.
• Support backlog refinement, release-readiness evidence, defect analysis, documentation, and cross-team technical communication.
• Serve as the team reporting and performance-measurement lead, coordinating inputs across product, engineering, testing, platform, and training functions.
• Coordinate monthly performance reporting covering accomplishments, KPI trends, adoption, risks, blockers, milestones, defects, release readiness, performance testing, user feedback, and recommended improvements.
• Maintain traceability among requirements, backlog items, testing evidence, system behavior, deliverables, and performance measures.
• Support KPI dashboard development and help ensure reported metrics are accurate, timely, traceable, and supported by authoritative data sources.

Qualifications

• Experience: Minimum 6+ years of relevant professional experience aligned to the responsibilities and technical scope of this role.
• Education: Bachelor's degree in Information Systems, Computer Science, Information Technology, Business, Engineering, or a related field; an equivalent combination of education and relevant professional experience may be considered.
• Demonstrated ability to own and maintain authoritative system specifications, ensuring functional requirements, business rules, and technical behaviors are complete, internally consistent, and implementation-ready.
• Proven experience mapping detailed input/output behavior, state transitions, edge cases, exception handling, and downstream impacts across integrated systems.
• Strong capability translating complex business policies and operational rules into precise, testable system logic with clear traceability to requirements.
• Hands-on experience defining validation criteria and test scenarios that confirm correctness of calculations, data transformations, workflow transitions, and rule execution.
• Demonstrated track record protecting system integrity in production environments by identifying ambiguity, preventing logic defects, and partnering closely with engineering and QA to ensure outputs are accurate, auditable, and stable.
• Deliver measurable outcomes in complex environments: proven ability to take ownership and deliver high-quality results where priorities, requirements, and system constraints evolve.
• Collaborate effectively across disciplines: demonstrated success working cross-functionally with engineering, product, design, security, and other stakeholders to achieve shared objectives.
• Communicate complex concepts with clarity: ability to clearly document, present, and explain technical and non-technical work, including tradeoffs, risks, and implementation considerations, to diverse audiences.
• Operate effectively in large-scale, mission-critical systems: demonstrated contributions to building, operating, or modernizing large-scale systems with high standards of reliability, performance, and maintainability.
• Maintain a strong end-user orientation: consistently considers the impact of decisions on end users and system stakeholders, including when working on backend, data, platform, or infrastructure components.
• Must be able to obtain and maintain the federal background investigation and suitability determination required for the position, including Public Trust eligibility.

Desired Qualifications

• Experience supporting federal or other large-scale public-sector technology programs is preferred.
• Experience with requirements traceability, KPI dashboards, Jira, Confluence, reporting, auditability, and release-readiness documentation is preferred.
• Relevant business analysis, systems analysis, Agile, ITIL, or project delivery certifications are preferred.

Location

Primarily remote. Ad hoc onsite work may be required at FSA in Washington, DC based on project needs.

Salary Range

$95,000-$120,000 annually. Actual compensation will be determined based on relevant experience, qualifications, technical expertise, contractual requirements, and internal equity.
