Affordable Housing Community Manager

COMMUNITY MANAGER The Community Manager oversees the entire operations of a housing community under the supervision of the Regional Manager. The role involves managing all phases of operations, including personnel, leasing, maintenance, financial, administration, and risk management. The Community Manager leads on‑site staff, ensuring compliance with Asset’s policies, safety and fair housing guidelines, and liability concerns. Responsibilities Minimum of 2 years’ experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA‑Rural Development (515), HCD, HOME Funds and Bonds). Preferred: Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other applicable designations. Essential Duties & Responsibilities Personnel Management – screen, hire, train, coach, and develop on‑site staff; maintain staff effectiveness through ongoing training and compliance with Asset training benchmarks; complete weekly/daily schedules and assignments; address performance issues and terminations appropriately. Financial Management – achieve high net operating income through cost control and revenue improvement; develop yearly operating budgets/forecasts; reconcile deposits, rent collections, vendor invoices, and secure accurate financial reporting. Strategic Leasing Management – develop yearly marketing plan, utilize effective leasing techniques, manage resident complaints, and implement resident retention programs; conduct showings and move‑ins. Administrative & Maintenance Management – accurate reporting; lead emergency response team; ensure timely maintenance service requests, property inspections, and repairs; manage property resources economically; oversee maintenance, construction, and rehabilitation activities. Education/Experience High School Diploma or Equivalent; Bachelor’s degree preferred or four years’ experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience. Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred. Basic computer skills required; must understand all on‑site software functions. Must have knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Regularly required to stand, use hands to finger or feel, reach, talk or hear; frequently walk and sit; occasionally stoop, kneel, crouch, crawl, or lift/move up to 25 pounds.
