Summary

This Senior Executive Service (SES) position is in the Office of Water, Office of Wetlands, Oceans and Watersheds, Oceans, Wetlands, and Communities Division. About OW. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Major Duties

The Oceans, Wetlands, and Communities Division (OWCD), in the Office of Wetlands, Oceans, and Watersheds, is responsible for the national management of programs to protect, restore, enhance, and maintain the nation's wetlands, streams, marine waters, estuarine waters, and other special aquatic resource sites. The Division works collaboratively across the Agency and with other federal agencies, state, tribal, and local governments to ensure the effective and efficient control and regulation of dredged/fill material, marine debris, and vessel discharges. In addition, OWCD partners with these and other organizations to support place-based projects, training, and capacity-building strategies to advance improvements to the environment.

• Planning, developing, organizing, directing, and implementing Agency aquatic resource protection and restoration programs for which OWCD is assigned Agency-wide responsibility.
• Assessing needs, defining goals, developing program plans, establishing OWCD's organizational structure, delegating authority and responsibility, and establishing overall operating policies, priorities, and procedures.
• Providing program coordination and policy direction to the regional aquatic resource program managers, including directing and managing cooperative programs to improve protection of oceans, coastal, wetlands, and other aquatic resources.
• Coordinating OWCD activities with related or interdependent efforts with internal and external stakeholders.
• Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements, and interagency agreements), are efficiently and appropriately managed to maximize use of the Agency's resources.
• Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
