Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PRODUCTION CONTROLLER, Position Description Number D1259000 and is part of the PA Field Maintenance Shop 27, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement. Responsibilities As a Production Controller, GS-1152-07, you will establish plans, schedule, and control the maintenance and repair of a variety of vehicles and equipment such as combat vehicles, heavy-duty engineering and mobile equipment, tracked vehicles, towed and self-propelled artillery, communications and electronic equipment, guided missile systems, and small arms. Study directives, modify work orders and regulations as to their application in the unit. Designate and maintain current maintenance repair priorities by Force Activity Designator, pacing items, Equipment Readiness Codes (ERC) A, B, and C equipment type, available funds, commander's priority, state/national priorities, (in the case of floods, fires, and mobilizations) and unit supported. Provide assistance to ensure that Modified Table of Organization and Equipment (MTO&E) or Table of Distribution and Allowances (TDA) reportable Line Item Numbers (LIN) are properly managed, reported and accounted for with respect to readiness reports, property accountability reports and system management. Analyze repair methods and recommends control procedures to ensure that accomplishment of programs meet priorities and deadlines established by higher authority or support activities. In the absence of the higher graded production controller, ensures that unit CL IX accounts are funded, budgeted, and executed to maximize readiness; and performs demand analysis on CL IX expenses to determine proper PLL stockage to sustain facility mission requirements. May provide day-to-day technical guidance to lower-graded personnel assisting in the maintenance production or maintenance management processes. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at Field Maintenance Shop # 27 AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, State Surface Maintenance Office FMS's 2, 4, 5, 9, 10, 16, 17, 24, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: ENLISTED: E1-E9 The supervisor for this position is SGM Ramos. GENERAL EXPERIENCE: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity. SPECIALIZED EXPERIENCE: Application must indicate 12 months experience, education or training working with people from various levels and backgrounds. Experience with a general knowledge of the functions and procedures of production control, records, references, and techniques for developing production control data. Experience assisting or maintaining workflow. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
