Senior Human Resources Analyst – Workforce Information Network (WIN) Senior Human Resources Analysts in the WIN Unit supervise professional human resources staff and are subject matter experts responsible for the continuous improvement of enterprise HR processes. They are responsible for supervising the general oversight of HR information in PeopleSoft, writing queries, preparing ad-hoc, scheduled, and compliance reports and serving as a resource for process‑improvement tasks and special projects. These services are provided with a high level of customer service to County operating departments, offices, and agencies. This position collaborates with subject matter experts in human resources and County departments to configure the HRIS system, implements new functionality, and ensures that appropriate legal, policy and business processes are followed. Future Salary Increases June 2027 – 4.49% increase to base pay (3.00% Across‑the‑Board + 1.49% Market Adjustment) Specific Functions Super Users : Serve as a liaison with County departments in following all County governance in entering and maintaining information on employees and non‑employees in the County’s HRIS, PeopleSoft. Assist departments in obtaining data and running queries from the system to meet departmental needs. Positions Management Super User position coordinates with other divisions within the department of Human Resources, Central Payroll Administration, and the Office of Financial Planning. Responsibilities include ensuring post‑payroll HR Processes are run accurately and timely, reconciling position adds, deletes and changes with departments and the Office of Financial Planning. Providing timely reporting of Position management data. Compensation Ordinance Coordinator : Lead the coordination of all HR‑driven updates to the County's Compensation Ordinance by partnering with DHR divisions, departmental HR teams and other stakeholders, assembling required materials, and managing the docketing and submission of board letters that support proposed ordinance revisions. Workforce Data Analyst : Subject matter expert in providing human resource‑related data needed to proactively support and collaborate with management, business partners, and other internal and external customers to further the mission of the County of San Diego. The analyst develops reports, builds metrics, and creates mechanisms and processes that support data analysis, insight, and ensures data integrity. This position requires proven SQL and Python skills, outstanding data analysis and analytical abilities. Ideal Candidate Strong analytical skills and great attention to detail Knowledge of functional attributes of an HRIS (PeopleSoft, Workday, CGI) Ability to work and learn in a fast‑paced environment Ability to take initiative and handle multiple assignments at once Minimum Qualifications A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, and five (5) years of professional human resources experience. A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency may substitute for one (1) year of the required experience; or, additional years of experience may be substituted for the education requirement on a year‑for‑year basis.
