About the Role

We're looking for a Senior Policy Analyst to lead policy review, development, and integration for a Department of Defense health program supporting wounded, ill, and injured service members and their caregivers. This is a leadership position: you'll supervise a team of policy analysts, own the program's policy watch and impact assessment cycle, and put staffed, defensible recommendations in front of senior government leaders on short deadlines.

The work is substantive. Statutes, regulations, departmental issuances, partner-agency policy, and court and board decisions come across your desk, and your analysis determines what the program does about them.

What You'll Do

• Lead the policy function — own policy review, development, and integration for the program, and supervise a team of policy analysts covering research, drafting, and staffing
• Run a standing horizon scan — monitor enacted legislation, the annual defense authorization and appropriations cycle, proposed and final rules, departmental and service-level issuances, partner-agency policy, and court and board decisions for anything that touches the program
• Assess impact and recommend action — produce structured impact assessments covering authority, provisions affected, population and cost effects, operational consequences, and risk of inaction, with recommended courses of action delivered within five business days of request
• Develop legislative review packages — build complete, justified, actionable legislative reviews and support their movement through departmental staffing
• Draft policy and implementation guidance — write policy text, staffing documents, instructions, and forms to DoD writing and issuance standards, at a quality that needs little or no editorial revision
• Support the quality assurance program — analyze, research, and propose changes to the program's QA framework, monitor service-level compliance, and advise on normalizing the program across the enterprise
• Own recurring reporting — lead the annual report cycle, quarterly QA reporting, and triennial inspection coordination against fixed, calendar-locked due dates
• Support oversight engagements — prepare analysis, written responses, and read-ahead material for Inspector General, GAO, and congressional inquiries
• Coordinate across organizations — work with military department program offices, partner agencies, and internal stakeholders to move documents through multi-party review and comment adjudication

Required Qualifications

• Bachelor's degree in public policy, political science, public administration, or business administration
• Eight or more years of professional experience in federal policy, regulatory, or legislative analysis
• Active Project Management Professional (PMP) certification, or Lean Six Sigma Black Belt certification
• Five or more years supervising or overseeing groups of personnel
• Demonstrated experience analyzing federal statutes, regulations, departmental and service-level issuances, and court or board decisions, and translating that analysis into written recommendations for senior leaders
• Experience maintaining a quality assurance program, initiating policy planning, and providing technical and legislative support

Preferred Qualifications

• Five or more years implementing Department of Defense and Department of Veterans Affairs policy and federal regulation and maintaining compliance
• Knowledge of the Department of Defense disability evaluation program and its governing regulations
• Experience preparing legislative proposals or personnel legislation reviews for departmental staffing
• Familiarity with caregiver compensation policy and programs
• Experience coordinating multi-agency document review and comment adjudication cycles
• Experience supporting Inspector General or Government Accountability Office engagements
• Advanced degree in law, public policy, or public administration
• Prior support to the Defense Health Agency, the Military Health System, or a military department headquarters

Status: Contingency – This work is contingent upon award.

Salary Range : $160,000 - $170,000 (Based on Experience)
