The Maryland Department of Transportation's Maryland Transit Administration (MDOT MTA) is seeking a Deputy Director of Metro Operations. The right leader will be responsible for assisting the Director in providing overall leadership of Metro Operations in formulating and achieving public transportation goals and objectives. The Deputy Director of Metro Operations impacts the MTA's organizational success by:

• Providing counsel to the Director on significant matters affecting Metro Operations and policies
• Participate in developing and implementing short-range and long-range goals, strategic and business plans
• Assisting the Director in formulating and recommending operating policies and procedures or changes in existing policies and procedures
• Monitoring the activities of departments to ensure conformance with the goals and objectives of reporting unit and eliminate impediments to peak performance
• Directing and conducting studies, investigations, and analysis at the direction of the Director, presenting oral and written reports of findings and recommendations
• Represents Metro and the Director as designated in meetings, as a committee member, and before community and business groups
• Coordinates the work of divisions within the department
• Coordinates departmental activities with outside agencies
• Participates in Metro's labor relations program, including contract negotiations, administration of the collective bargaining agreement, grievance investigations, discipline, and arbitration procedures (interpret and enforce agency policies and union bargaining agreements)
• Responsible for reviewing and approving training policies while ensuring all staff are current with required training
• Oversees and participates in the development and administration of the budget for all Metro divisions; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
• Develops, coordinates, and ensures emergency response preparedness policies and procedures are adhered to by all divisions
• The Deputy Director of Metro Operations contributes to short-term and long-term planning to ensure that the MTA can manage assigned rail operating resources and capital assets and responds to operational issues and meet program and safety compliance objectives to provide safe and efficient customer service and to support a diverse customer base throughout Maryland.

Qualifications

Education & Experience: Bachelor's degree from an accredited college or university. Experience: Eight (8) years of experience in administrative or professional work. Four (4) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Experience should include at least four (4) years in a middle management or higher-level capacity managing in a public or private sector urban rail transit agency and/or experience in a large transit operations or transit property. The ideal candidate will be a successful team-builder and change agent, with at least (3) years of transportation experience, including program management, service contract compliance, scheduling software, and experience in a unionized setting. They will be thoroughly abreast of the transportation/transit trends, transit initiatives, and emerging transit projects globally, nationally, and within the local communities. The focus is on a leader with experience in organizational turnaround and program expansion within the public sector. Notes: 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education. 2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience. 3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
