Senior Project Manager

We are seeking an experienced Senior Project Manager to lead transformation and innovation initiatives for the Kentucky Office of Child Support Services, including the implementation of a new Identity and Access Management (IAM) solution. This role is responsible for end-to-end project delivery—ensuring alignment with business objectives, on-time execution, and adherence to budget and quality standards.

The ideal candidate has a strong background in IT project delivery within the security/IAM domain, exceptional communication and organizational skills, and experience working with cross-functional technical teams, including OIS and COT stakeholders.

Key Responsibilities

• Lead full project lifecycle delivery from initiation through closure, ensuring projects are completed on time, within scope, and within budget.
• Drive strategic transformation initiatives, including identity lifecycle modernization, Zero Trust architecture adoption, and secure access enablement.
• Develop and manage project plans, timelines, resource allocations, and deliverables.
• Establish and enforce program management best practices, including OKRs, governance structures, and execution roadmaps.
• Lead large-scale system migrations, including legacy decommissioning and transition to modern platforms.
• Create and maintain project documentation (status reports, plans, meeting artifacts, and governance materials).
• Coordinate closely with clients and stakeholders to gather requirements, communicate progress, and manage expectations.
• Lead and mentor technical teams, including engineers and consultants.
• Identify, track, and mitigate risks, issues, and dependencies, including contingency planning.
• Drive change management and communications to support major infrastructure transitions.
• Facilitate workshops, align business and technical workflows, and support testing and cutover activities.
• Conduct post-implementation reviews to improve delivery effectiveness.

Required Qualifications (Must-Have)

• Deep expertise in Microsoft Active Directory and Microsoft Entra ID
• Experience designing and implementing IAM solutions, including integrations, provisioning, and access controls
• Strong understanding of identity security and enterprise authentication models
• Proven ability to lead and mentor technical teams
• Bachelor's degree in Computer Science, IT, Engineering, or related field (or equivalent experience)

Preferred Qualifications

• Knowledge of SAML, OIDC, SCIM, and advanced access control models (e.g., FGA)
• Experience with public sector or HHS/child support modernization programs
• Familiarity with Control-M, API Management/Gateway, Azure SQL, AWS RDS
• Strong ability to translate technical concepts into business impact for executive audiences
• 8+ years of experience in:

  • Data-driven decision-making and analytics
  • UX/UI collaboration and product delivery
