Management Analyst

This position is located at the Calverton National Cemetery in Calverton, New York. To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/18/2026. You may qualify for the GS-09 based on your education and/or experience, as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Experience and/or Education as described below: You must have at least one year of specialized experience equivalent to at least the GS-07 level that involved analyzing and managing financial or budget information, including monitoring expenditures and obligations, projecting future funding needs, and preparing cost estimates or financial reports; reviewing, maintaining, or tracking financial or budget records and preparing related reports, spreadsheets, or other financial documentation.

• OR~ Education: You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such education that demonstrates the knowledge, skills, and abilities necessary to do the work. • OR~ COMBINATION OF EDUCATION AND EXPERIENCE :You must possess equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience to meet total experience requirements. Only graduate level education from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Experience and/or Education as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal Service. Specialized experience is defined as interpreting administrative laws, policies, regulations, and precedents applicable to business initiatives, program goals, and objectives. Using analytical methods to assess and recommend improvements for program effectiveness and management processes and systems in order to maintain administrative operations. ~OR~ Education Substitution: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcript Required) ~OR~ Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
