HYBRID - Technical Program Manager

Technical Program ManagerZachary Piper Solutions is seeking a Technical Program Manager to join a Federal Program located in Rockville, MD. The Technical Program Manager will provide leadership and oversight for projects supporting HRSA, setting strategic direction, and developing cost and operational models that align with evolving customer needs. Responsibilities of the Technical Program Manager:Provide overall direction of project portfolio, manage and maintain contractor interface with the customer's organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with project task schedules and costs and contractual obligationsLead by using judgment, negotiation skills, ability to influence without authority, analytical talent, technical aptitude, and leadership to collaborate with a diverse set of stakeholders across multiple time zones, manage capital budgets, eliminate non-value-add activity, design solutions, remove blockers, and find creative ways to accelerate project deliveryEstablish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.Prepares and recommends for approval, project schedules, estimates, and budgets that are complete, realistic, and fully meet project goalsStrictly adheres to the approved project schedules and budgetsOversee operational execution and financial aspects of contract deliverables, cost, and schedule to achieve all key performance indicators, service level agreements, and annual operating plan commitmentsEffectively balance ownership and holding partner teams to high standards of responsibilityProvides performance feedback and ensures the fair distribution of performance recognitionsQualifications of the Technical Program Manager:Bachelor's degree in Computer Science, Information Systems, or EngineeringFifteen (15) years of program management experience for comparable Infrastructure, Network and Security Services programs with performance incentives/disincentives tied to Service Level AgreementsAt least ten (10) years of specialized experience in project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexityCertified PMP (Active certification required)Experience managing subcontractors including development of SOWs and financial oversightDemonstrated ability for oral and written communication with the highest levels of managementCompensation for the Technical Program Manager:Salary Range: $200,000+ *flexible based on experience*Comprehensive Benefits: Medical, Dental, Vision, PTO, and Sick Leave as required by lawUnlimited Opportunity for GrowthFlexible work scheduleKey words: Program manager, program management, federal, health, government, leadership, organization, contacts, subcontracts, communication, pmp, professional, development, project development, service agreements group id: 10430981
