Mandatory Qualifications

A minimum of 7 years of Training (including curriculum development for IT and instructional technology) experience.

Bachelor's degree in instructional Technology, Computer Science, Information Systems, Education, or related field. Equivalent professional experience may substitute for degree requirements.

Minimum 2 or more years of training management experience.

Knowledge of ERP systems, business process transformation, and enterprise software implementations.

Knowledge of adult learning principles, instructional design methodologies (ADDIE, SAM, or similar), and learning technologies.

Experience supporting large private sector, public sector, or government technology modernization initiatives.

Knowledge of curriculum development, technical writing, and training program management.

Development of job aids, quick reference guides, videos, and multimedia learning materials.

Advanced curriculum development and instructional design skills.

Preferred Qualifications

Experience with Learning Management Systems (LMS) and eLearning authoring tools such as Articulate Storyline, Captivate, or similar platforms.

Ability to create/harness harmony amongst team members.

Ability to keep stakeholders informed appropriately.

Ability to work with minimal supervision.

Able to work onsite in Tallahassee, Florida.

Excellent general documentation skills.

Ability to communicate effectively with audiences ranging from executive leadership to end users.

Experience interacting with functional groups within the Accounting organization to communicate and clarify customer requirements.

Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Experience using SharePoint for collaboration and document management.

Experience working under general direction of senior level management.

Ability to identify training gaps and develop solutions that improve workforce readiness.

Technical Training Manager Task List

Specifically, the Technical Training Manager shall provide the following:

1. Training Strategy and Curriculum Development

- Lead the design, development, and management of comprehensive training curricula

supporting business and Florida PALM implementation initiatives.

- Develop and maintain role-based learning paths, instructor-led training materials, virtual

training content, self-paced eLearning modules, and blended learning solutions.

- Apply adult learning principles and instructional design methodologies (such as ADDIE or similar) to develop effective learning solutions.

- Develop and execute agency-wide training strategies, schedules, communications, and deployment plans supporting Florida PALM implementation milestones.

- Manage multiple concurrent curriculum development efforts while ensuring consistency, accuracy, and adherence to project timelines.

2. Performance Support and Learning Materials

- Oversee the creation and maintenance of job aids, quick reference guides, standard operating procedures (SOPs), user manuals, knowledge articles, FAQs, videos, and other

performance support materials using a variety of instructional methods and media.

- Maintain training repositories, version control, and document management processes for

all training deliverables.

- Ensure all training materials comply with accessibility standards, agency policies, and

project documentation requirements.

3. Stakeholder Collaboration and Training Needs

- Collaborate with business owners, subject matter experts (SMEs), project managers, change management staff, and technical teams to identify training needs and develop appropriate learning solutions.

- Support organizational change management initiatives by developing communication and learning strategies that promote user adoption and operational readiness.

4. UAT and Implementation Readiness

- Assist with User Acceptance Testing (UAT) training readiness activities, ensuring users understand testing procedures, business scenarios, and system functionality.

5. Training Delivery and Event Coordination

- Coordinate classroom, virtual, webinar, and hybrid training events, including instructor preparation and learner support.

6. Training Evaluation and Continuous Improvement

- Evaluate training effectiveness through surveys, assessments, learner feedback, performance metrics, and post-training evaluations; recommend continuous improvements based on results.

7. Leadership, Reporting, and Governance

- Provide leadership and mentoring to instructional designers, trainers, technical writers, and other training staff.

- Develop executive briefings and status reports regarding training progress, readiness metrics, risks, issues, and mitigation strategies.
