Job Description

Job Summary Statement:

The Acquisition Analyst III supports enterprise acquisition and procurement operations through the development, maintenance, and analysis of contract, vendor, and cost savings data. This role is responsible for creating executive-level reporting products, maintaining acquisition databases, and providing analytical insights that support strategic sourcing, market share analysis, acquisition planning, and leadership decision-making.

The position works closely with acquisition professionals, program managers, and executive stakeholders to ensure the accuracy, integrity, and accessibility of procurement data across a complex portfolio of contracts and task orders.

Role and Responsibilities

Acquisition Reporting & Data Management

• Maintain and reconcile acquisition and contract reporting workbooks used to track contract awards, funded values, modifications, obligations, vendor information, and market share metrics.
• Develop and maintain reporting processes that support organizational acquisition performance monitoring and executive reporting requirements.
• Manage enterprise cost savings reporting activities, including collection, validation, consolidation, and publication of data from multiple operating sites and stakeholders.
• Upload and maintain acquisition and cost savings information within centralized SharePoint repositories and other reporting platforms.
• Support ongoing reporting initiatives and dashboard deliverables through continuous data validation and updates.

Business Intelligence & Dashboard Development

• Maintain Power BI dashboards and reporting solutions supporting acquisition planning, contract management, and market share analysis.
• Develop vendor attribute models, analytical datasets, and data visualization solutions to improve acquisition decision-making.
• Conduct independent research and data quality reviews on contract, task order, and vendor information across multiple sites and organizations.
• Analyze procurement trends, spending patterns, market participation, and acquisition performance metrics.
• Collaborate with stakeholders to improve data capture methodologies, reporting standards, and analytical capabilities.

Acquisition Analytics & Executive Support

• Prepare executive-level briefing materials, memoranda, and analytical reports related to acquisition activities, contracts, vendors, and site-specific initiatives.
• Generate procurement performance summaries and market analyses for senior leadership review.
• Support acquisition strategy discussions by providing data-driven insights and recommendations.
• Develop and maintain briefing tools and tracking mechanisms to support organizational acquisition initiatives.

Database & Information Management

• Maintain acquisition databases and tracking systems to ensure completeness, accuracy, and timeliness of procurement information.
• Update records using information obtained from official publications, newsletters, contract actions, and organizational updates.
• Support migration, enhancement, and maintenance of acquisition tracking systems and reporting repositories.
• Ensure data governance practices are followed across acquisition reporting tools and databases.

Senior Contract Specialist

• Provides senior-level acquisition support to the client's contracting office across the full pre-award and post-award lifecycle, advising Contracting Officers (COs) and Contracting Officer's Representatives (CORs) on complex procurement actions
• Drafts and reviews solicitations, contract documents, and modifications for compliance with FAR/DEAR and agency supplemental regulations, recommending sound business approaches to the client
• Reviews contractor proposals and prepares pre-negotiation objectives, negotiation memoranda, and price negotiation memoranda (PNMs) for CO consideration
• Assists in the administration of contract actions, tracking deliverables, funding, and compliance milestones, and flags issues requiring CO attention or decision

Qualifications and Education Requirements

• Bachelor's degree in Business Administration, Data Analytics, Information Systems, Finance, Public Administration, or a related field.
• Experience supporting acquisition, procurement, contracting, or business operations functions.
• Advanced proficiency with Microsoft Excel, including complex formulas, pivot tables, data reconciliation, and reporting.
• Strong analytical and problem-solving skills with demonstrated attention to detail.
• Experience managing large datasets and performing data validation and quality assurance activities.
• Excellent written communication skills, including preparation of executive reports and briefing materials.
• Proficiency with Microsoft SharePoint and Microsoft Office applications.
