County Administrator Contract - Full Time Management Gainesville, GA, US This position is the chief executive officer of Hall County Government, reporting to a five member board of Commissioners. The Chair is elected County-wide, and four Commissioners are elected within districts which they represent. Hall County Government provides a full complement of services to the citizens of Hall County. The Hall County Administrator directly oversees the management of all Departments reporting to the County Commission and directs the delivery of services to the citizens of Hall County. This position assists the County Commission with coordination of activities between other elected officials, such as Superior Court judges, the Sheriff, and other constitutionally-elected officers. This position interacts with agencies at the regional, state and federal levels as well as local governments within and outside Hall County. Essential Functions & Responsibilities As chief executive officer, this position is accountable to the County Commission for developing long-range goals and plans for the County by identifying opportunities for improving services, preparing an annual work plan, and establishing goals and objectives and preparing a periodic progress report. Expedites Commissioners' decision-making process by directing the development of an agenda. Provides guidance to the Commission and other elected officials on issues of government and public concern. Plans, directs and controls the operation of the Administrative staff and oversees the work of Department Directors, to include performance evaluations, training, hiring, firing, promotions, and transfers in order to maximize the utilization of Hall County personnel. Directs and facilitates inter-departmental activities by providing leadership and direction to the department heads in order to assure maximum efficiency and effectiveness of County operations. Plans and directs local government activities related to general administration, public safety, public works, planning/zoning, parks and leisure services, etc. Maintains the public relations function for Hall County by responding to inquiries by citizens and the media. Addresses community meetings and forums in order to expand the County Commission's ability to provide maximum communication between the County Commission and the citizens of Hall County. Conducts research and prepares special reports on policy matters of interest to the Board. Directs large, special projects of broad scope, particularly those involving multiple departments, agencies, and other governmental jurisdictions. Directs the preparation of the annual budget. Facilitates and guides the Commission's review process in preparation for final budget adoption. Directs the preparation of resolutions and ordinances related to policy matters under consideration by the Board of Commissioners. Performs other duties as may be required by the County Commission. Performs other relevant work as assigned. Regular and predictable attendance is required. Minimum Qualifications Required Education and Experience: A Bachelor's degree (Master’s preferred) in Business Administration, Public Administration or other related field. Minimum of seven years of progressively responsible management experience, preferably with a combination of backgrounds in local government and private industry. Working knowledge of public financial administration and procurement; experience overseeing capital improvement projects, intergovernmental agreements, and proven ability to conceptualize and lead an organizational vision. Leadership and effective communication are critical components in this role. Must possess the necessary and required ability to swifty address crises, analyze complex policies, and manage organizational changes without interrupting public services. Additionally, must possess the ability to lead, motivate, and implement accountability, as applicable, relating to direct and indirect reports, fostering a cohesive and productive work environment. Knowledge, Skills and Abilities: Knowledge of theories, practices and procedures involved in public administration, with particular emphasis on local government, organization, administration, and operations. Knowledge of Georgia’s Open Records and Open Meetings laws. Knowledge of local government financial administration and fund accounting; knowledge of federal, state and local laws, statutes and regulations. Ability to organize and present in written and oral form statistical, financial and factual information; ability to interact effectively with the County Commission, Department Directors, other elected officials and the general public; ability to organize and direct the work of Department Directors, managers and supervisors; ability to analyze complex situations, solve problems and guide the decision-making process of the County Commission and subordinate Department Directors. Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing);operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type. Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs. Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours. Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
