Technical Program Manager

VBeyond

We are Seeking a Technical Program Manager to lead end-to-end delivery of platform engineering initiatives. This individual will act as a liaison across Product, Engineering, DevOps, and Governance teams, ensure scalable, secure, and compliant platform capabilities, and Align delivery with enterprise standards and regulatory requirements.

Core Responsibilities:

Program & Delivery Leadership

Lead program planning and execution for platform engineering initiatives
Manage dependencies across multiple teams and technology domains
Monitor KPIs (cycle time, throughput, release predictability)
Ensure alignment with Northern Trust's strategic technology roadmap

Agile & Scrum Execution:

Facilitate Scrum ceremonies (planning, stand-ups, retrospectives, reviews)
Drive Agile maturity and continuous improvement
Maintain backlog quality and prioritization standards
Promote best practices for incremental delivery

Platform Engineering Coordination:

Collaborate on environment provisioning and infrastructure delivery
Coordinate enterprise tool integration and pipeline optimization
Align platform roadmap with enterprise architecture
Drive standardization and reusability
2.4 Stakeholder & Governance Management
Partner with Security, Compliance, Architecture, and business stakeholders
Ensure adherence to SDLC, change management, and risk policies
Maintain regulatory and audit compliance
Provide executive-level reporting and transparency

Technical Oversight:

Apply knowledge of Azure, DevOps, APIs, and automation
Guide architectural decisions (scalability, reliability, security)
Understand enterprise technology stack and integrations
Bridge technical solutions with business outcomes
2.6 Metrics & Continuous Improvement
Track delivery metrics (velocity, lead time, deployment frequency)
Monitor platform health (uptime, incidents, MTTR)
Identify bottlenecks and drive improvements
Enable data-driven decision-making

Required Qualifications:

Technical & Program Management Experience

Proven experience managing complex, cross-functional enterprise programs
Strong Agile TPM/Scrum Master background
Experience with Azure, DevOps/CI-CD, APIs, microservices, SDLC automation
Proficiency in tools like Azure DevOps, Jira, GitHub, Jenkins

Governance & Regulatory Acumen

Understanding of security frameworks and compliance requirements
Experience with ITSM, incident management, and audit standards
Familiarity with change and risk management in regulated environments

Leadership & Communication Skills

Ability to lead without direct authority
Strong stakeholder management and executive communication
Ability to translate technical concepts into business language
Strong problem-solving and conflict resolution skills

Preferred Qualifications:

Scrum certifications (CSM, PSM, SAFe, or equivalent)
