Supervisory Internal Control Manager

This position is located in the Department of Commerce, Bureau of Industry and Security, Washington, District of Columbia. The incumbent provides authoritative interpretations of the policies and objectives of Enterprise Risk Management; develops Risk Management Plans and evaluates key business operations to ensure that controls are designed to protect Agency's programs, data, and systems against unauthorized acquisition, use, or disposition. The incumbent manages the performance of Contracting Office Representative (COR) in accordance with the Federal Acquisitions Regulations and DOC policies and procedures. The incumbent provides expert contracting support. The incumbent oversees the preparation and execution of highly complex independent reviews of acquisition requirements for products and service packages prepared by the COR's and Program Managers. The incumbent leads the Innovation and change management programs for BIS promoting program and operational advancements, enhanced communications and expanding employee engagement. The incumbent is also responsible for Property management, ensuring that BIS assets are recorded and maintained in accordance with DOC regulations. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a Secret clearance as a condition of placement in this Moderate Risk position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. The physical worksite for this position is located in Washington, District of Columbia. However, the Bureau of Industry and Securityis currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future whenBureau of Industry and Security moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor.
