JOB SUMMARY
We have an exciting opportunity for a Human Resources Technician II position located at our campus in Temecula, CA . Under general supervision of the Vice President of Human Resources Officer or designee, the Human Resources Technician II, performs a variety of technical, administrative, and advanced level clerical duties in support of the Human Resources department; provides information and assistance to District employees and the general public regarding human resources activities, processes, policies, and procedures; prepares various correspondence and memoranda; coordinates activities related to area of assignment; and performs a variety of tasks requiring specialized knowledge related to area of assignment.

Environment Work is performed primarily in a standard office setting with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Physical This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift, carry, push, and/or pull light to moderate amounts of weight up to 25 pounds, including push and pull drawers open and closed to retrieve and file information. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate office equipment requiring repetitive hand movements and fine coordination; and to verbally communicate to exchange information. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various College and meeting sites.

CONDITIONS OF EMPLOYMENT
- This position serves District-Wide; applicants may be assigned to any district facility. Work hours and worksite locations are subject to change depending on department needs.
- A six-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the district.

- Provides information and general assistance to District employees and the general public regarding human resources activities, processes, policies, and procedures; on-line application processes; assists in resolving routine problems or complaints; researches policies, laws, and procedures to answer questions and respond to requests for information; explains and applies interpretations of human resources procedures, polices, and rules
- Provides general clerical and administrative support to the Vice President of Human Resources, Executive Assistant and Human Resources Analysts/Specialists; composes and types letters, memoranda, and other correspondence related to human resources programs and activities
- Participates in ensuring human resources programs and activities are administered and implemented in compliance with federal and state laws, rules, and regulations
- Processes unemployment claims and verifications of employment
- Assists Analyst in preparing job announcements; recruitments; leaves; benefits in addition to onboarding and offboarding of employees
- Assists with processing new employees, ensuring compliance with criminal record guidelines, medical screening, I-9 employment eligibility and identification, and payroll processing requirements
- Prepares and maintains evaluations, notifies departments of any outstanding evaluations as needed
- Designs, develops and generates difficult to complex reports to meet user needs; uses reporting and system tools to extract user-required data
- Prepares and maintains a variety of files, logs, spreadsheets and records
- Operates a variety of office equipment including computer, copiers, facsimile machine, and calculator; enters and maintains data in the department's computer systems as well as the department's OnBase scanning system
- Assists customers whenever possible by providing forms and information about District Policies & Procedures, employment processes and/or refers customer to the appropriate human resources staff member or department
- Serves as a member on various committees; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of human resources
- Assists the Human Resources Analyst in the employee recruitment process; assists and participates in updating interview questions; and sending out new hire packets during busy peaks
- Provides assistance to the Leave and Benefit Specialist with appropriate information and forms to employees requesting leaves of absence (LOAs); approves or denies LOAs and forwards approved LOAs to Payroll and Benefits Department for processing and tracking
- Assists with maintaining department records in NEOED, Galaxy, Colleague and OnBase
- Undertakes special projects as directed including working with other subject matter expert teams to facilitate cross training and coverage of all application areas
- Provides a variety of human resources related information to staff, public, and external agencies, about personnel policies, rules, regulations, and data
- Receives, handles, and stores confidential and private information pertaining to the District and its employees, including information related to collective bargaining
- May represent the District at job fairs and other employment related functions
- Technical principles and practices of human resources management specific to area of assignment
- Modern office procedures, methods, and equipment including computers
- Computer applications such as word processing, spreadsheets, and statistical databases
- Principles and practices of fiscal, statistical, and administrative research and report preparation

QUALIFICATIONS AND REQUIREMENTS
MINIMUM QUALIFICATIONS
- Associate degree (*attach transcript); AND
- Three (3) years experience in a Human Resources environment or business office performing high level clerical and technical duties, including the use of Applicant Tracking System and HRIS; AND
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff
SUBSTITUTIONS
- Substitutions for the education requirement are allowed, up to a maximum of two (2) years of professionalexperience
- Bachelor's Degree
- Experience in an academic or public agency environment
