Summary


JOB SUMMARY
An employee in this class is responsible for the maintenance, repair and installation of plumbing, heating systems, water and wastewater infrastructure, mechanical systems, kitchen equipment, laundry equipment, and electrical equipment and for the general maintenance and repair of buildings. Assignments are of the nature that may require work performance at a journeyman level in more than one building trade skill. Tact and firmness are required in dealing with contractors, prisoners and the public. Employees in this position report directly to the Facilities Manager but primarily work independently in performing and supervising assigned tasks. Work is evaluated based on compliance with work orders and success in keeping equipment in proper working condition, and through periodic conferences with the Chief of the Jail and Juvenile Detention Director.

Employees in this position may be required to perform portions or all the duties normally falling under positions within or below this classification depending on current workload and staffing requirements. This position may be required to participate in a mandatory on-call rotation as outlined in the departmental procedures. Other duties may be assigned as required.
Essential Duties
ESSENTIAL DUTIES

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.
• Maintains and repairs refrigeration, electrical heating and cooling equipment. • Rebuilds and installs electric and gas hot water heaters, and related water systems.
• Replaces faulty switches, sockets, plugs, fuses, insulators, and other parts of electrical systems pertaining to HVAC systems.
• Maintains all tools in a secure storage area; issues tools in accordance with a prescribed system of internal accountability; conducts routine inventory of all tools; maintains tool report.
• Escorts/Supervises any private or contract repair/maintenance workers while inside the secure perimeter of the county jail or Juvenile Detention Facility.
• Ensures that all hazardous/toxic materials are stored in original containers with warning labels and are maintained in a secure metal cabinet.
• Receives maintenance requests from the Shift Supervisor and ensures that each request is handled efficiently and appropriately.
• Develops, implements and performs a routine facility maintenance schedule.
• Ability to work with prisoners engaged in routine or skilled maintenance work.
• Performs skilled work in the installation, maintenance, and repair of utility lines, valves, water pumps, boilers, wastewater pumps, pump chambers, and wastewater pits.
• Performs related work as required at other County facilities as directed by the Facilities Manager.

Qualifications

1. MINIMUM QUALIFICATIONS
   Knowledge, Skills and Abilities:
   
   • Considerable knowledge of the methods, practices, tools and material used in the general maintenance and repair of buildings, equipment and machinery.
   • Considerable knowledge of building construction, materials and practices of the building trades.
   • Considerable knowledge of heating and cooling systems.
   • Working knowledge of local, state and federal regulations and requirements applicable to building maintenance.
   • Ability to understand and work from sketches or penciled drawings.
   • Ability to operate the more common types of machine shop equipment.
   • Ability to deal tactfully and firmly with contractors, prisoners and the general public.
   • Ability to supervise the work of unskilled workers.
   • Knowledge of occupational hazards and safety practices relative to maintenance work.
   • Knowledge of preventive maintenance procedures.
   • Knowledge of computer systems used in building system diagnosis
   • Knowledge of occupational hazards and safety precautions associated with building maintenance.
   • Ability to view, diagnose, and repair a variety of complex equipment.
   • Ability to read building construction plans, blueprints, and equipment instruction manuals.
   • Ability to maintain accurate work records.
   • Ability to work in a safe, efficient, and cooperative manner.
   • Ability to work independently and organize workload.
   • Skilled in diagnosing, identifying, and repairing electrical issues.
   • Skilled in communicating effectively, verbally, and in writing.
2. Education and Experience:
   
   1. High school diploma or GED equivalent.
   2. Five (5) years of journeyman level experience in at least two building trade skills including one (1) year of supervisory experience; or an equivalent combination of education and experience
   3. A valid Washington State driver's license and acceptable driving record.
   4. Ability to obtain and maintain First Aid, CPR, and Defensive Driving certifications.
   5. Ability to pass Sheriff's background clearance prior to employment as required for work performed in the Jail facility.
   6. Must be willing to sign Grays Harbor County Public Health and Social Services Confidentiality Agreement as required for work performed in that department.
   7. Must possess general computer skills necessary to prepare timecards, order supplies, research repair and maintenance issues, and use the County helpdesk ticket system.
