Job Description: The Counterintelligence Stakeholder Engagement Sr SME works with IT systems integrators, and developers to manage IT portfolio of programs associated with intelligence support. Influences development of solutions that impact strategic project/program goals and business results. Recommends and develops new technical solutions, products, and/or standards in support of function strategy and operations. Leads and manages works of other technical staff that has significant impact on project results/outputs. Basic Requirements Identifying and converting counterintelligence/security needs into capability requirements and documenting future collection architecture needs. Conduct stakeholder mapping and execute engagement plans. Engage stakeholders related to intelligence support. Make recommendations to aid sponsor decision‑making, including proposed strategies and/or roadmaps; identified risks, capability and performance gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues. Assist government clients with programmatic goals and objectives, schedules, and reports to senior‑level executives. Communicate technical topics in a non‑technical manner to senior‑level audiences. Extensive experience in collaboration across multiple entities. Basic Qualifications TS/SCI with Polygraph. Typically requires BS degree and 15+ years of prior relevant experience or master's with 13+ years of prior relevant experience. May possess a Doctorate in technical domain. Experience may be exchanged for degree requirements. Draft products that reflect strong writing and grammatical skills. Knowledge of portfolio, program, and project management discipline. Familiarity with planning, programming, budgeting, and execution discipline. Knowledge of key performance indicators. Strong analytical competence, problem‑solving, communication and organizational skills; provide audience‑appropriate written and verbal communications and demonstrate strong interpersonal and customer service skills. Work with seniors in diverse, fast‑paced, multi‑task environment managing competing priorities. Produce deliverables in multiple formats as needed (Excel, Word, PowerPoint, etc.). Develop program assessment processes and methodologies. Track, report key progress and analyze cost, schedule, risk and performance. Monitor investment compliance. Develop business cases, concepts of operations, and memoranda agreements. Monitor, forecast, evaluate, and assess programmatic trends and relationships. Develop and maintain project plans and schedules. Develop integration and transition plans. Conduct quality reviews of products and services. Account for technology asset lifecycle costs and risks. Predict and analyze time and cost outcomes.
