Development Project Manager - Housing Department

About This Position The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. Housing Department programs provide homes to more than 35,000 Phoenix residents and provide financing to nonprofit and for-profit partners to help create additional affordable housing in our community. The department also provides services and referrals to help residents reach their goals and attain self-sufficiency. The City of Phoenix Housing Department is seeking enthusiastic, detail oriented and high-performing individuals to fill Project Manager positions in the Development Division. Currently, there are two vacancies, but this recruitment may be utilized to fill additional vacancies The Project Manager positions coordinate the implementation of various affordable housing projects and programs associated with funding received from the federal U.S. Department of Housing and Urban Development including approximately $5 million in annual HOME Investment Partnerships Program and approximately $5.9 million in Housing Opportunities for Persons With HIV/AIDS (HOPWA) funding. Duties Include And Are Not Limited To Coordinate requests for proposals and calls for project applications. Financial underwriting and review for compliance with federal funding requirements. Subrecipient monitoring. Negotiating contract terms and work with law, procurement staff, and management to create and execute necessary agreements and amendments. Managing construction projects and programs from beginning until completion and closeout. Conducting monthly review and analysis of project budgets and expenditures. Analyzing and preparing reports for HUD and other agencies. Attending site meetings, reviewing construction draw requests, and reviewing and approving invoices and change orders for appropriateness and cost reasonableness. Extensive interaction with government agencies, non-profit and for-profit agencies, developers, and property management professionals is required.
IDEAL CANDIDATE
Proficient with Microsoft Office 365. Ability to effectively communicate and coordinate with internal and external stakeholders in a professional manner and provide excellent customer service via written and oral communication skills. Excellent decision-making abilities, problem-solving, and negotiating skills. Ability to work independently, managing a complex workload in a balanced efficient and effective manner. Ability to become a subject matter expert in the rules and regulations surrounding the HUD Grant.SALARY
Pay Range: $82,056.00 - $133,660.80 annually. Hiring Range: $82,056.00 - $94,993.60 annually. Pay Range Explanation Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit. For more details, visit: Unit 007 Benefits Minimum Qualifications Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes. Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Preferred Qualifications Experience managing federal grant funding including monitoring of subrecipients. Experience communicating and coordinating with internal and external stakeholders. Experience in affordable housing or community development. Experience managing and underwriting housing development projects and familiarity with the overall development process. Experience in developing and implementing Requests for Proposals (RFPs). Experience in monitoring or creating budgets and expenditure tracking. Experience in program administration or management.
