Basic Function Under the direction of the Vice President/Assistant Superintendent, Human Resources or assigned administrator, the Human Resources Coordinator – Systems, Compliance, and Labor Relations, is responsible for providing centralized support for District compliance with requirements under District policies and procedures and federal and state laws, including discrimination, harassment, and retaliation. The position supervises, plans, coordinates and supports activities and operations of Human Resources programs, including issues related to training, collective bargaining, and labor relations. Executes assigned activities with other divisions and outside agencies and provides highly responsible and complex staff assistance to the Assistant Superintendent/Vice President, Human Resources. Representative Duties

  1. Investigate alleged violations of policies, interview complainants, respondents, and witnesses; obtain and review documents and other relevant materials from complainant and/or respondent; write comprehensive investigation reports. (E)
  2. Mediate conflicts and disputes as appropriate. (E)
  3. Support the College Title IX Coordinator and the District ADA Compliance Coordinator to ensure compliance with state and federal laws. (E)
  4. In consultation with the supervisor, engages in and facilitates the interactive process and accommodations. (E)
  5. Assists in the coordination of worker’s compensation and risk management programs according to established policy, rules, regulations, and collective bargaining agreements. (E)
  6. Administer, source, and facilitate training programs, design and customize training materials, and analyze training needs. (E)
  7. Support collective bargaining and labor relations such as providing requested reports, gathering and analyzing data related to collective bargaining issues, and ensuring compliance with collective bargaining agreement ( CBA ) language. (E)
  8. Provides information where independent judgment, discretion, professionalism, and knowledge of policies, procedures, rules, regulations, and collective bargaining agreements are necessary. (E)
  9. Support updating of District policies and procedures that affect Human Resources areas. (E)
  10. Serve as resource and provide technical expertise in the operations of the Human Resources Information System ( HRIS ) and Human Capital Management ( HCM ) system. (E)
  11. Works on problems of various scopes where analysis of situations or data requires a review of identifiable factors; exercises judgment within defined procedures and practices to determine appropriate action. (E)
  12. Creates and presents complex ad hoc data analyses and reports, as appropriate to the area of expertise; identifies errors and deficiencies and makes process improvement recommendations. (E)
  13. Performs confidential research related to human resources issues; compiles and evaluates data and makes recommendations to appropriate individual(s). (E)
  14. Assists in the development and modification of operating policies, guidelines, procedures, systems, and documentation, as appropriate to the development of best practices within the department. (E)
  15. Represents the department District-wide; participates in/on committees, teams, and meetings as assigned; may serve as a liaison to external agencies. (E)
  16. Provides advice and direction on a wide range of HR matters within the scope of work. (E)
  17. Perform related duties and responsibilities as assigned.
Knowledge and Abilities Knowledge of:
  • Policies, procedures, and regulations related to compliance.
  • Federal and state laws such as ADA , EEO and Title IX.
  • California Education Code and Title V.
  • Collective bargaining and/or labor relations principles, processes, procedures and best practices.
  • Human Resources practices and operations.
  • Conflict resolution and mediation best practices.
  • Fact-finding/Investigation principles and best practices.
  • Knowledge and understanding of groups historically underrepresented, and groups who may have experienced discrimination.
  • Grammar, spelling, punctuation, and vocabulary.
Skills:
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Strong computer skills, to include database management, word processing, creating spreadsheets, e-mail, and the internet.
  • Human relations/interpersonal skills to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions, and to facilitate discussions with individuals via face-to-face, telephone or email communication.
  • Language, grammar, and writing skills to prepare professional correspondence.

  • Proficiency in using mainframe information systems (such as human resources information systems, and budget and finance systems to generate requisitions), as well as knowledge and proficiency in the utilization of standard office productivity software programs (e.g., MS Word, Excel, Access, and PowerPoint), personal computers, and other standard office equipment.
  • Analyze training needs, design training and curriculum, and evaluate training.
  • Work independently with minimal supervision.
  • Use of a personal computer for word processing, tabulating data on spreadsheets, desktop publishing, web updates, accessing and entering data onto relational databases, verifying numerical and demographic information, and entering information onto established data entry screens.
  • Math to compute sums, averages, ratios, products, and quotients.
  • Demonstrate sensitivity, knowledge, and understanding of the diverse academic, socioeconomic, gender, cultural, disability, and ethnic backgrounds of the students we serve and sensitivity.
Education and Experience • Bachelor’s degree and three years of responsible technical human resources experience; or an equivalent combination of training and experience. Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts. License Certificates/Credentials • SHRM , HRCI , or other HR-related certifications preferred Desired Qualifications Working Conditions Essential duties require the following physical skills and work environment: Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
