Summary This vacancy is for a Budget Analyst in the Office of the Secretary within the Department of Commerce. Responsibilities As a Budget Analyst, you will perform the following duties: Formulate, execute, manage, and coordinate the budget of the Office of the Secretary. Prepare budget estimates, exhibits, backup tables, briefing documents, and programmatic explanations in support of budget submissions; prepare narrative justifications describing DOC programs for use in budget submissions; and ensure budget documents form the proper foundation for budget limitations imposed by Congress or other authorities (reprogramming, program execution and reporting, and financial management controls). Analyze the financial conditions and practices of organizations and programs, assess rates, fees, and investment proposals, and present findings and recommendations to the appropriate level of management. Prepare reports and supply fiscal and budgetary data on DOC activities to DOC, OMB, and Congress. Develop algorithms to allocate costs accurately, reviewing budget justifications in support of budget submissions. Monitor the budget and accounting system and analyze reports. Prepare monthly status of funds, analyzing undelivered orders, preparing and coordinating information for briefings and bureau meetings, ensuring that budget documents form the proper foundation for budget limitations imposed by Congress or other authority as they relate to program execution and reporting, and financial management controls. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the Department of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band. The ZA-3 is equivalent to the GS-11/12 grade levels. To qualify at the ZA-3 level, your resume must demonstrate: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 (or equivalent pay band) level in the Federal service. Specialized experience is defined as: Preparing budget estimates, tracking obligations, and communicating verbally and in writing with customers. Preparing budget reports for management. Making comparisons to the operating budget. Developing allocation methodologies and possessing the ability to create standard operating procedures. -OR- SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. Education cannot be credited without documentation. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of completed graduate-level education (beyond the second year) and specialized experience, as described above, which may be used to meet the total requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Budget Analyst position.
