The City of Oxnard's Public Works Department is seeking a City Traffic Engineer! THE DEPARTMENT The Public Works Department consists of over 500 budgeted FTEs and is responsible for the design, construction, renovation and operation of public projects and facilities ranging from seawalls to wastewater treatment plants; sewers; storm drains; water; parks; facilities; and maintenance of streets, sidewalks, streetlights, traffic signals, and street landscapes. The Department's executive team is committed to delivering projects and programs that enhance the quality of life, economic growth, and the environment for all residents. The Public Works Department is comprised of several divisions with an operating and capital budget of $364 million for FY 2025-26.
Payroll/Classification Title: Engineer Division Manager
DISTINGUISHING CHARACTERISTICS: This classification is distinguished from the Senior Engineer in that it provides management of complex, sensitive and/or citywide projects and may provide direct supervision of engineers and technical staff.
SUPERVISION EXERCISED / SUPERVISION RECEIVED: As assigned, incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. WORK SCHEDULE:
The normal work week is Monday-Thursday, 8:00 a.m. - 6:00 p.m., and alternating Fridays, 8:00 a.m. - 5:00 p.m. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay.The City does not offer hybrid or remote work.
Essential Functions
(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.) City Traffic Engineer manages and directs operations of Traffic and Transportation services with diverse funding sources for its distinct programmatic areas. This position has primary responsibility for large, complex budgets and functions as a key member of the department's senior management team, formulating departmental administrative and operational policies and procedures.
The City Traffic Engineer reports directly to the City Engineer and oversees a team of 9 full-time employees as well as consultants in the areas of: Administrative management - prepares and administers the Transportation and Mobility section of the Public Works budget. Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving City objectives and service expectations. Manages contracts for consultants providing traffic engineering services, coordinates traffic services with other City departments. Performs grant development: research programs for developing potential funding of traffic safety related projects. Communications and outreach - serves as inter-agency liaison and represents the City with other agencies on regional transportation issues, such as transportation system planning and infrastructure financing. Provides staff support and participates in committees, commissions, and citizen groups relative to transportation and traffic matters. Traffic Operations and maintenance - manages the planning, coordination, maintenance, and repairs for 164 city-maintained signals. This includes oversight of inhouse and contract staff and the operations of a Traffic Management Center. Assess traffic conditions and implement measures for improving traffic flow on corridors and at intersections. Reviews and approves citywide signage and striping work orders. Development Review for traffic related items - oversees a team that provides comprehensive review of development related projects as it relates to transportation and traffic areas; including CEQA documents; technical reports; and improvement plans. CIP projects related to traffic and active transportation - direct oversight of transportation and traffic related Capital Improvement Plan projects with a variety of complex funding sources. Reviews and provides strategies to complete the bicycle and pedestrian networks, consistent with applicable master plans. Program management - Oversees traffic calming programs and citizen requests. Manages several traffic calming programs (e.g. speed hump program); citizen requests (through an app called 311), and inquiries from the public for traffic related items and improvements. School zone safety: works with school administration to improve school zone safety and operations. Minimum Qualifications

Retirement Contributions:

The City contributes 1% of employee salary to a 401(a) plan of its choosing.
Retirement Health Savings
The City contributes 1% to a retirement health savings account. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance. The City observes 12 holidays per year Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance. Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.

- Bachelor's degree in engineering or a directly related field
- Five (5) years of professional engineering and/or construction/project management experience and two (2) years of supervisory experience

- Valid California Class C Driver's License with a satisfactory driving record.
