Privacy and Civil Liberties Attorney (DC) Agency: Federal Bureau of Investigation (FBI) Office: Office of the General Counsel Location: 935 Pennsylvania Avenue NW, Washington, DC 20535 Job ID: OGC_PCLU_DC_2026 Appointment Type: Permanent Attorney About the Job The Office of the General Counsel (OGC) seeks an attorney with privacy and civil liberties expertise to provide legal advice and counsel across FBI investigative and intelligence collection programs. Attorney responsibilities include legal guidance, review and drafting of privacy documentation, policy memos, briefing FBI executive management, training personnel, and developing legislative and regulatory proposals related to privacy issues. Responsibilities Consult and provide comprehensive legal guidance to FBI clients on privacy and civil liberties issues Review and edit privacy documentation and information sharing agreements Draft memos, policies, and other documents for FBI executive management, ensuring compliance with law and policy Brief FBI executive management on privacy and civil liberties matters Conduct training for FBI personnel on privacy and civil liberties matters Support the component's Privacy and Civil Liberties Officer to ensure component-wide compliance with privacy mandates Develop and evaluate legislative, regulatory, and other policy proposals that implicate privacy issues Qualifications U.S. citizenship Eligibility to obtain a Top‑Secret/Sensitive Compartmented Information (SCI) clearance, including completion of required mandatory mandates Must possess a J.D. degree from an accredited American Bar Association law school; active membership and good standing with a U.S. jurisdiction bar association For GS‑14: 2.5 or more years of post‑J.D. attorney experience For GS‑15: 4 or more years of post‑J.D. attorney experience Additional Requirements Strong analytic, communication, and leadership skills Knowledge of privacy and civil liberties issues affecting FBI operations and legal personnel Ability to develop Privacy Threshold Analyses, Privacy Impact Assessments, and Systems of Records Notices Experience with Memorandums of Understanding, information sharing agreements, and responding to data breaches Experience drafting and negotiating policy and legislative proposals Benefits The FBI offers a comprehensive benefits package that includes paid vacation, sick leave, holidays, telework, life insurance, health benefits, and participation in the Federal Employees Retirement System.
