Summary This position is part of the Hydrocarbon and Geothermal Energy Office (HGEO), Department of Energy within the Technology Development Center. As a Deputy Director, you will provide day-to-day operational leadership, strategic alignment, and direct management of the TDC's multi-disciplinary workforce (including Federal Project Managers, contract specialists, team supervisors, and engineers) across NETL's primary campuses. Veterans shape the future of energy As a Deputy Director, you will: Co-lead the strategic direction, long-range planning, policy implementation, and day-to-day operations of the Technology Development Center to ensure activities align with agency headquarters' policies and national energy goals. Exercise full supervisory authority over a multi-disciplinary workforce (including subordinate supervisors, project managers, and technical staff) by setting performance standards, evaluating work, making selections, and directing training and employee development programs. Oversee the administration, execution, and rigorous accountability of hundreds of federally sponsored energy projects, cooperative agreements, grants, and contracts from initial research phases to commercial-scale deployment. Coordinate the formulation, justification, and execution of the federal program budget, conducts cost-benefit analyses, and ensures strict programmatic compliance with federal acquisition, financial assistance, and environmental regulations. Serve as a senior liaison and primary spokesperson to build strategic coalitions with other federal agencies, Congress, state and local governments, industry consortia, small businesses, and academic institutions. You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08). This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected, will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Energy in accordance with Department's Order for the Federal Substance Abuse Program (DOE O 343.1). New supervisors/managers are required to serve a one-year probationary period. New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor. Occasional travel may be required. This position is not included in a Bargaining Agreement. You may qualify for a relocation incentive in accordance with agency policy and if funding is available. This position Special Sensitive/High Risk and requires a security clearance at Q Access. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service. Qualifications GS- 15 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Formulating, presenting, or implementing multi-year strategic goals, programmatic policies, and long-range operational plans for a division, business unit, or organization. Managing or directing technical or scientific projects, contracts, or grants from planning through completion, including using formal progress indicators (such as baseline schedule tracking or technical risk assessments) to monitor vendor or project team performance. Providing supervisory or executive-level personnel authorities over a diverse workforce, such as directly or indirectly managing other supervisors or team leaders, setting and calibrating performance standards, managing workforce plan changes, and selecting candidates for key positions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
