The Coalition for Humane Immigrant Rights (CHIRLA) is a nonprofit organization founded in 1986. CHIRLA is a California leader with national impact made of diverse immigrant families and individuals who act as agents of social change to achieve a world with freedom of mobility, full human rights, and true participatory democracy. CHIRLA organizes and serves individuals, institutions, and coalitions to build power, transform public opinions, and change policies to achieve full human, civil and labor rights. Guided by power, love, and vision of our community, CHIRLA embraces and drives progressive social change.

POSITION DESCRIPTION:

The Deputy Director of National Policy & Campaigns plays a key role in the policy and advocacy team that is charged with planning and executing both long term and short-term directions of the organization’s federal policy agenda. The Deputy Director will collaborate and assist in leading projects to expand and support the work being done across the nation as it relates to national policy. The Deputy Director for Policy and Campaigns will co-lead with the Deputy Director for Policy and Congressional Affairs the federal policy portfolio and the strategic planning to maintain and cultivate relationships with Members of Congress and the Administration. In addition, the Deputy will be responsible for briefing Members of Congress and their staff on the status of immigrants and their families, as well as engage CHIRLA’s membership base to develop and advance policy priorities in Congress. The Deputy Director will oversee any contract lobbyist and policy staff base in the Washington, DC office.

In addition to being a subject-matter expert on immigration and legislative process and serving as a resource and point person internally and externally on Federal matters, the Deputy Director of National Policy & Campaigns will work with CHIRLA’s Policy Department’s Legal Counsel and Director of Policy and Advocacy to analyze and monitor all federal policy and its impact in our communities. This position will additionally be responsible for CHIRLA’s national campaigns. These campaigns include those that CHIRLA is leading such as the Registry Campaign and those in which CHIRLA serves as a steering committee member or in which we have decided to play an active leadership role. Furthermore, this position will track our engagement in national networks such as the Fair Immigration Reform Movement (FIRM) and the National Partnership for New Americans (NPNA) and ensure that we have active staff engaged in these networks and regular reports from assigned CHIRLA staff on the key actions of these networks.

DUTIES AND RESPONSIBILITIES:
EXTERNAL PROGRAM PRIORITIES
  • In collaboration with the Executive Director, Director of Policy and Advocacy, and in consultation with CHIRLA membership base create annual campaign plans across various priorities.
  • In collaboration with CHIRLA Executive Director, Director for Policy and Advocacy and CHIRLA Leadership Team advance national campaigns led by CHIRLA.
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs develop legislative, administrative, and budget proposals to advance CHIRLA’s. goals and mission.
  • Under the supervision of the Director of Policy and Advocacy, and in collaboration with the Deputy Director of National Policy & Congressional Affairs manage CHIRLA’s support/opposition/neutral positions to legislative/regulatory/appropriation proposals.
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs, advance and implement CHIRLA goals and objectives as they are determined by the organization.
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs cultivate and maintain positive working relationships with Members of Congress, relevant Congressional caucuses, agencies, and the Administration.
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs, secure regular meet-and-greets and provide policy analysis to lawmakers and their staff.
  • As requested, they represent CHIRLA’s position at committee hearings, press conferences, and/or legislative meetings.
  • Develop and maintain alliances with immigrant rights organizations at the national level to advance CHIRLA’s policy agenda, including working alongside them to advance policy solutions.
  • As appropriate, work with the Policy Director and CHIRLA staff to develop and implement advocacy strategies and events (to include legislative visits, advocacy days, letters, and call-in campaigns, media relations, briefings, actions, etc.)
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs develop policy updates, talking points, action alerts, sample letters, etc. as part of advocacy strategies.
  • Support CHIRLA staff by providing research and analysis on issues pertaining to immigrant communities.
INTERNAL PROGRAM PRIORITIES
  • Produce federal legislative research, community friendly memo’s, developing policy fact sheets, and talking points.
  • In collaboration with the Director of Policy and Advocacy, Executive Director, and execute annual campaign plans across various national priorities.
  • Develop monthly content for CHIRLA’s Al Dìa policy newsletter.
  • Work with the Director of Policy and Advocacy, Director of Organizing and coalition partners to facilitate legislative visits and lobby days that engage immigrants directly impacted by our nation’s immigration laws.
  • Working with the Director of Policy and Advocacy, General Counsel and Deputy Director for Policy and Congressional Affairs develop CHIRLA’s Executive Director national policy and advocacy proactive engagement agenda.
  • Work with the Director of Policy and Advocacy and Deputy Director for the Southern Region and Bi-National Policy in the monitoring and advancement of border and binational priority policy issues.
  • Evaluate any staff or policy interns’ performance utilizing CHIRLA’s performance measures on an annual basis.
  • Monitor, manage and analyze and summarize proposed and/or new laws and regulations negatively/positively impacting immigrants.
  • In collaboration with the Deputy Director of National Policy & Congressional Affairs monitor, analyze and summarize proposed and/or new laws and regulations negatively/positively impacting immigrants.
  • Research, analyze and write policy reports and briefing documents on diverse immigrant and immigration issues.
  • Provide regular updates on policy and campaign work through progress reports and analysis.
  • Create a work plan and confer with the Supervisor as necessary.
  • Responsible for ensuring that CHIRLA’s Director of Policy and Advocacy and Executive Director are briefed and knowledgeable about CHIRLA’s federal agenda and strategy.
  • Meet fundraising and membership goals for CHIRLA’s membership drive and annual Gala.
  • Contribute to other program projects as needed.
SKILLS AND QUALIFICATIONS:
Required:
  • Bachelor's degree in a related field.
  • A minimum of five years of legislative experience.
  • At least five years of experience in national campaigns.
  • Strong research and policy development skills.
  • Excellent written and verbal communication abilities.
  • In-depth understanding of the functions of the U.S. federal government and its branches.
  • A broad strategic vision that integrates public policy with an immigration perspective.
Preferred:
  • Law Background
  • Bilingual in English and Spanish is strongly preferred, with excellent oral communication, public speaking, and writing skills.
  • Proven experience in a non-profit organization or policy firm is required.
  • Engagement in immigrant rights and related issues is essential.
  • Strong knowledge of and experience with national, state, and federal policy advocacy stakeholders is necessary.

  • Develop and maintain positive working relationships with CHIRLA staff, members, and allies.
  • Comfortable and experienced in a fast-paced environment, handling multiple deadlines.

JOB TITLE: Deputy Director of National Policy & Campaign

Salary & Benefits: $97,344 to $105,237

FLSA Classification: Exempt/Salary, full-time regular

Classification: CHIRLA recognizes a staff bargaining unit affiliated with AFSCME Local 4501. This position is not included in CHIRLA’s bargaining unit and covered under the terms of the collective bargaining agreement.

REPORTS TO: Director of Policy & Advocacy
