Human Resources Specialist (Recruitment and Placement)

The incumbent serves as a Human Resources Specialist in the Human Resources Operations (HRO), responsible for participating in a Bureau‑wide recruitment program covering merit employment, delegated examining, and policy. Incumbent assists management on matters pertaining to recruitment, placement, promotions, reassignments, details, pay setting, and employment in general. Minimum Qualifications Specialized experience is demonstrated experience in the normal line of progression or related to the work of the position advertised and must be reflected in resume. GS‑07 Qualifications Reviewing job opportunity announcements and vacancy packages for accuracy and format; Applying fundamental recruitment and placement practices to process personnel actions; Assisting higher‑level Specialists with processing applications, determining applicant qualifications and preparing certificates of eligibles. Education : One full year of graduate education or law school, or a Bachelor's degree with Superior Academic Achievement (SAA) (class standing in the upper third, a 3.0 overall GPA, or a 3.5 in your major). Transcripts required. GS‑09 Qualifications Drafting vacancy announcements; Rating and ranking applicants against job analysis criteria; Advising management on hiring flexibilities; Using Automated HR Systems. Education : Successful completion of a master’s or equivalent graduate degree, or at least two full academic years of progressively higher‑level graduate education leading to such a degree, or an LLB or JD. Transcripts required. GS‑11 Qualifications Drafting job announcements and issuing certificates of referral using Category Rating and Merit Promotion procedures; Providing management advisory services related to staffing and recruitment; Utilizing various automated HR/payroll systems; Interpreting and applying Federal regulations, concepts, principles, and practices to all recruitment and placement activities. Education : Successful completion of a Ph.D. or an equivalent doctoral degree, or at least three full academic years of progressively higher‑level graduate education toward a Ph.D. or an LLM. Transcripts required. Combining Experience and Education : To combine your education and experience, convert each to a percentage and add the percentages. The combined total must equal at least 100 % to qualify. For education, convert quarter hours to semester hours by multiplying by 2/3 and then divide the number of graduate semester hours by 18. For experience, divide the total number of qualifying months of experience by the required number of months. Add the two percentages; they must total at least 100 %. Volunteer experience through National Service programs and other organization volunteer work counts as qualifying experience.
