Tax Law Specialist

Internal Revenue Service

WHAT IS TEGE - TAX EXEMPT AND GOVERNMENT ENTITIES? A description of the business units can be found at: Position(s) are to be filled in the following area(s): Employee Plans, Rulings & Agreement, Voluntary Compliance. This job (or announcement) is open to current permanent IRS competitive service employees in Tax Exempt and Government Entities business units. Specialized Experience for GS‑14 To qualify for this GS‑14 position you must have at least 1 year of specialized experience equivalent to the GS‑13 grade level in federal service. This experience must involve legal, tax accounting, or other work that required knowledge of federal tax laws, regulations, precedent decisions, or related areas of the Tax Law position. Examples of qualifying experience include preparing, reviewing, or applying rulings, advisory letters, memoranda, or similar documents related to federal taxation; analyzing and adjudicating tax claims, appeals, settlement offers; or working as an attorney, accountant, auditor, or investigator applying federal tax accounting principles or the Internal Revenue Code. Experience with the Employee Plans Compliance Resolution System programs and applicable correction principles and procedures to resolve compliance issues in qualified and tax‑favored retirement plans. Understanding of tax law and compliance issues in qualified and tax‑favored retirement plans and ability to explain policies and positions to senior officials and stakeholders. Analyzing and applying tax principles, tax laws, and regulations to recommend appropriate actions to address compliance issues. Understanding of actuarial science sufficient to recognize problems, recommend courses of action, interpret retirement plan provisions, negotiate with and assist users of IRS correction programs, and express findings in clear, comprehensive written reports. Planning and carrying out assignments, resolving conflicts, performing legal research, and supporting positions with sound conclusions and recommendations. Additional Eligibility Requirements TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non‑temporary appointment from a competitive referral certificate, known as time after competitive appointment. TIME IN GRADE (TIG): For positions above GS‑5 applicants must meet applicable time‑in‑grade requirements. One year (52 weeks) at the next lower grade level is required for the grade applied for.
