Budget Analyst

Summary This position is located at the James J. Peters VA Medical Center in the Bronx, NY (VISN 2). The Budget Analyst performs work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component/facility. Responsibilities The duties include, but are not limited to: Knowledge of the principles, concepts and methodology of budget formulation to review, edit and consolidate budget estimates from Headquarters and to adjust data in related forms and schedules. Knowledge of principles and objectives (laws, statues, and regulations) of Government Budget to perform regular, standard assignments for appropriate fund activities. Find ways to improve production or increase the quality of the work directed and develop performance standard and manages performance appraisal program. Ability to analyze and prepare financial reports for financial management. Knowledge of and skill in performing functions associated with the operating system and software capability to manipulate data, perform queries and produce reports. Skill in communicating orally and in writing to obtain and provide information related to budget matters. Other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: GS-11 GRADE REQUIREMENTS GS-11 Specialized Experience: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-09 level in the Federal service. Specialized experience includes: Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization; recommending appropriate allocations and/or overseeing budget requests for conformance with program requirements. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): A Ph.D. or equivalent degree or three (3) academic years of progressively higher-level graduate education leading to such a degree or an LL.M. if related. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-11. Only graduate education in excess of the first two years may be used to qualify. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. The incumbent may become fatigued due to reading difficult types of printed and handwritten material over an extended period. No special physical demands are required.
