Position: Project Manager / Real Property Lead  

Work Location: Fort Drum, NY   

Salary Range: $95,000  - $105,000  

Start Date: Contingent Upon Contract Award

NOTE:  Must reside within 50 miles of Fort Drum, NY – Directorate of Public Works

Description: The Project Manager (PM) / Real Property Lead will provide full-time, onsite project support to Fort Drum Directorate of Public Works (DPW). This position provides real property data analysis and will focus on maintaining real property and financial data in the General Funds Enterprise Business System (GFEBS) to ensure Fort Drum is fully accountable for its real property and remains audit ready. The PM acts as the Real Property subject matter expert, guiding and leading the team in daily task management, system usage, and troubleshooting. The PM oversees efforts to resolve system errors and discrepancies, addresses InSITE errors, and ensures the team remains audit ready. Responsibilities include training, mentoring, and supporting team members in the real property office while fostering a collaborative and knowledgeable work environment. This position will assist with training the Real Property Specialists and Technician and conduct quality control over their products before they are sent to the Real Property Accountable Officer (RPAO). The ideal candidate should have experience with Army real property, financial audits, GFEBS, possess great organizational skills, and be an effective communicator with government clients. This role provides support by performing GFEBS data analysis, updates, inputs, reports, and edits. The PM/Real Property Lead will also ensure that reporting in GFEBS is consistent with information in the real property physical and digital folders including financial transactions with construction agents. Tasks include tracking construction projects across the installation, maintaining financial records, conducting physical inventories of Army real property including taking facility measurements, ensuring data adheres to Army regulations and guidance and is recorded correctly in GFEBS, assembling and submitting sample packets for audit, and assisting Fort Drum civilian personnel with analysis tasks.  The PM/Real Property Lead will assist the Real Property Specialists and Technician with data validation. This position will review financial asset records to make sure reporting is complete and accurate.  The position will work closely with the GIS Lead to validate real property measurements (previous experience with GIS technologies is not a requirement).  

This position will also serve as the Onsite Project Manager (PM) and reports directly to the remote Team UBT Program Manager. The onsite PM will be authorized to act on behalf of the contractor on matters pertaining to the contract support services and serve as a single point of contact for contract administration issues with the Contracting Officer, Contracting Officer Representative, and local Fort Drum DPW POCs.  The PM shall respond within one (1) hour to the Contracting Officer or representative when requested.  The Project Manager shall also be available by cell phone as needed by the KO, COR, Fort Drum personnel, and the remote UBT Program Manager. 

Duties include:  

• Perform all Project Manager duties as necessary to ensure team personnel execute tasks and perform within the scope of the contract. 
• Communicate with Fort Drum RPAO, DPW leadership, and staff. 
• Provide onsite real property management and oversight. 
• Serve as principal Quality Control resource for all personnel tasks and deliverables. 
• Provide GFEBS data entry and reconciliation for updating new, existing, and disposed facilities. 
• Provide HQIIS data validation and reconciliation of GFEBS records 
• Run InSITE reports, conduct data analysis, and perform error corrections based on supporting documentation. 
• Compile and validate documentation for data entry. 
• Generate system queries and reports from HQIIS and GFEBS and export to MS Word, Access, and Excel. 
• Perform data analysis of GFEBS data to ensure reporting is consistent, accurate, and audit ready. 
• Conduct onsite physical surveys to determine facility usage and occupancy and obtain photographs. 
• Ensure facility supporting documentation is complete and accurate. 
• Conduct data validation to ensure supporting documentation corresponds with GFEBS data. 
• Synchronize facility updates with the GIS team. 

Proficiency:

Must be able to perform and demonstrate experience using GFEBS for real property accountability and be familiar with supporting documentation requirements. Candidates must have: 

• Ability to effectively manage personnel and task organization.  
• Proficiency in GFEBS Real Property management and best practices including running queries and reports. 
• Army Real Property Audit experience preferred. 
• Ability to train team members on task execution. 
• Familiarity with HQDA InSITE. 
• Proficiency and a solid understanding of diverse types of structures, building uses, asset category codes, construction terminology, business-related computer systems, and office equipment. 
• Ability to coordinate with multiple stakeholders, troubleshoot, problem-solve, and implement processes. 
• Professional customer service skills. 
• Strong written and verbal communication skills 
• Effective communication with team members, company leadership, and Government stakeholders. 
• Ability to quickly learn new technologies and office automation tools. 
• Maintain problem-solving abilities, attention to detail, organizational, and interpersonal skills. 
• Proficiency with Microsoft Excel, Word, PowerPoint, and Outlook. 
• Ability to maneuver on uneven terrain during real property inventories. 

• Bachelor’s Degree in Engineering, Business Administration, or related field with 5 years’ experience in financial and business process analysis
• 2 years’ experience leading a small team (5-10 people).  
• Must possess a valid driver’s license.
