Description

The Financial and Grants Management Branch is responsible for establishing and maintaining an accounting systemin compliance with state and federal guidelines. The Grants Section, within the Branch, provides technicalexpertise to ensure all grants within the Agency are administered in accordance with these guidelines.

Key Responsibilities:
  • Administers and implements approved financial agreements with third parties for the provision of programservices.
  • Establishes grant budget setup and maintenance within eMARS to accurately report and set up budgetcontrols.
  • Prepares all federal financial reports and submits reimbursement requests; completes federaldrawdowns for expended funds; reconciles grant related expenditures and revenues to eMARS; provides auditassistance during federal site visits; and assists in budget development for grant applications.
  • Monitorsgrant related overtime and salaries for personnel to ensure compliance with federal OT and salary caps andapproved grant award budgets.
  • Coordinates with program managers and project directors to assure adherence to budgetary guidelines andpre-audits grant expenditures.
  • Monitors federal grant expenditures against grant award budgets in an effort toidentify, record, and quantify impact.
  • Performs daily analysis of revenues and expenditures in eMARS to ensurecompliance with grant award federal and state budgetary guidelines.
  • Monitors grant program budget activity; prepares financial close-out documents; prepares grant budgetaryrevisions; creates various eMARS documents needed to manage expenditures and revenues received for grantawards; prepares and submits all required monthly and quarterly financial reports and works closely withvarious federal agencies.
  • Provides estimated cost figures with regard to purchases, overtime, allocations, federal caps, remainingbalances; provides projections on available funding for alternative activities.
  • Assists with preparation of annual schedule of expenditures of federal awards (SEFA).
  • Assist otherswithin the branch and agency to eliminate backlog.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of research or administrative experience.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Travel is required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
