Under the general supervision of the Program Supervisor – Enrollment, the Provider Enrollment Specialist is responsible for conducting eligibility determinations, screenings, and enrollments for providers seeking to provide child care services through our programs. This role ensures that initial eligibility is accurately established in compliance with federal, state, and agency regulations, and that providers are successfully onboarded into subsidy programs with a clear understanding of requirements and expectations. Typical Duties: Conduct eligibility screenings, enrollments, and initial assessments for child care subsidy programs. Interview providers and verify documentation related to license status, health and safety, TrustLine, and other eligibility factors. Apply CDSS, CCDBG, and Child Action policies to determine program eligibility. Enter and maintain accurate enrollment data and documentation in CATS, Salesforce, and related systems. Communicate program requirements, provider responsibilities, and next steps clearly to providers. Coordinate with Case Management, Payments, and external partners to ensure smooth case transitions. Maintain confidentiality and apply culturally responsive, family-centered service practices. Participate in Worker-of-the-Day coverage, meetings, trainings, and assigned projects. Ensure enrollment activities comply with CDSS, CCDBG, and Child Action policies. Identify and elevate compliance risks or recurring enrollment errors. Support fraud prevention efforts through accurate verification and documentation. Maintain accurate and timely enrollment records in CATS, Salesforce, and related systems. Monitor enrollment activity and deadlines using reports and tracking tools. Assist with system testing or implementation of new enrollment processes, as assigned. Duties when assigned to Tier I include: Perform routine non-licensed provider eligibility screenings and enrollments under supervision. Review submitted documentation for completeness and accuracy. Enter enrollment data and create case files in accordance with agency standards. Identify missing or unclear information and initiate appropriate follow-up. Escalate complex eligibility or compliance questions to higher-level staff. Duties when assigned to Tier II include: Independently conduct routine and moderately complex enrollments. Perform routine licensed provider eligibility screenings and enrollments under supervision, including rate sheet interpretation and development. Resolve documentation discrepancies and eligibility questions within assigned authority. Support Tier I staff by answering process-related questions and reinforcing best practices. Monitor enrollment timelines and workload distribution to meet required deadlines. Collaborate with Case Management to ensure continuity of care following enrollment. Duties when assigned to Tier III include: Conduct complex or high-risk eligibility determinations requiring advanced analysis. Perform quality assurance reviews of enrollment work to identify error trends or training needs. Provide mentoring, shadowing, and technical guidance to Enrollment Specialists. Assist Enrollment leadership with workflow coordination, training support, and policy implementation. Support audit preparation, corrective actions, and process improvement initiatives. Education & Experience: High School diploma or equivalent One (1) year of customer service, administrative, or eligibility related experience. Two (2) years of enrollment, eligibility, or child care subsidy experience. Demonstrated ability to manage enrollment workflows independently. Associate’s or Bachelor’s degree in Social Work, Human Services, Child Development, or a related field may substitute for required experience Three (3) or more years of enrollment, eligibility, or child care subsidy experience. Demonstrated proficiency with complex eligibility determination and quality. Associate’s or Bachelor’s degree in Social Work, Human Services, Child Development, or a related field may substitute for required experience Qualifications, Knowledge, Abilities: Knowledge of child care subsidy regulations and eligibility requirements. Proficiency with Microsoft Office and case management systems (e.g., CATS). Strong analytical, organizational, and time management skills. Ability to work shifts as assigned. Ability to exercise sound judgment and maintain confidentiality. Ability to work independently and collaboratively in a high-volume environment. Strong data entry and record-keeping skills with a high level of accuracy. Ability to analyze and interpret program guidelines, regulations, and eligibility criteria. Excellent verbal and written communication skills. Ability to explain complex policies clearly, empathetically, and professionally. Strong problem-solving and conflict-resolution abilities. Experience working with families from diverse cultural, ethnic, and economic backgrounds. Physical Factors: Works in an office setting. Work is primarily sedentary and requires light physical effort; may require greater physical effort on an incidental basis Possess visual capability and digital dexterity to operate a computer and other standard office equipment Make fine visual distinctions upon proofreading written documents and viewing information on a computer screen Should be able to bend to access files and be able to lift up to 10 lbs. of files + Eligible to work overtime. FLSA Status: Non-Exempt Closing Date: November 10, 2026 Hours: Must be able to work full-time, 40.0 hours per week (8.0 hours a day), Monday through Friday. All employees must be able to work additional overtime and weekend hours as required.
